Whoever causes obstruction in a public street or public place by keeping a motor vehicle or storing spare parts of motor vehicles or any articles causing obstruction to flow of traffic shall be punished with a-five-hundred taka fine and such vehicles or spare or articles shall he liable to confiscation under Section 157 of the Motor Vehicles Ordinance, 1983.
