How does Dhaka University use DUCSU funds?

Every year students at Dhaka University have to pay a total of Tk 120 for the Dhaka University Central Students' Union, or DUCSU and their halls' student councils.
According to their website, the university currently has 37,064 enrolled students. The college thus collects nearly Tk 440,000 for DUCSU and hall councils each year. Even a conservative estimate of the past 27 years suggests at least Tk 50 million in revenue has been collected from the fee.
Students have been kept paying these fees despite the lack of DUCSU and hall student council elections since 1990.
The Dhaka University administration did not provide any clear information on where the money goes.
"Though there is no DUCSU, the money is spent on sports and cultural programmes at the university," Dhaka University Treasurer Prof Kamal Uddin said.
But his account was contradicted by Dhaka University Chief Accountant Abdul Quddus Mollah.
"Money from all these fees gets added in to the general fund," he said.
Students say that cultural activities have become stagnant due to the lack of the DUCSU. None could say how the DUCSU fees were used.
Though the DUCSU is not currently operational, the university allocates funds to pay the wages and incidental expenses of DUCSU officials each year.
About Tk 1.46 million was allocated in fiscal 2017-18, while Tk 1.38 million was allocated in 2016-17 and Tk 1.29 million was allocated in 2017-18.
An additional Tk 1 million was allocated for DUCSU elections. The same amount was allocated in 2016-17.
A conservative estimate of these funds over the past 27 years puts the amount allocated at over Tk 10 million.
"If the allocated money is not spent, it is transferred elsewhere," said Treasurer Prof Kamal Uddin, when asked about how the funds are spent.
"But there are no records of exactly where it was spent," he said.
The administration gave the same response to questions about the money allocated to the appointment of DUCSU and hall student council officials.
The situation would be more transparent if DUCSU had nominated representatives, Prof Kamal said.
