Where is our children’s security?

In a metaphoric term, "Our children are the fresh flowers that are adorable." Whenever I come across any female child, I tend to adore her, like my daughters. When I skim the headlines on child rapes, I cannot endure but my tears roll down my cheeks.  I feel very ashamed that we are living in a society in which our female children are the victims of rapes. We are simply silent! Our children are not secure! Sometimes, there are some reports on this issue by some NGOs and the media. We do not observe any government's serious concern regarding this social malady.

We always raise our slogans that we have accomplished the status of a middle-income economy and Bangladesh is advancing towards an upper-income economy in which all will live in security, peace, prosperity and fraternity. What will we do with the appeasement of being middle-income economy if we are unable to guarantee the security of our children? The incidences of child rapes tend to be increasing, gradually. This is a very terrifying signal for all of us.

Bangladesh Shishu Adhikar Forum (BSAF) revealed that between 2019 April to 2019 June, child rapes went up by 102 per cent from the previous quarter. Concurrent rapes against minors have doubled in the second quarter of 2019, as BSAF reported. At least 164 children were raped in the first quarter of 2019, but the rapes doubled within three months, ballooning into 332 from April to June at 102 per cent, according to a BSAF press release. The report signals an alarming rise of child rapes in 2019.

According to a renowned newspaper, a girl, named, "Saima" was missing during Maghrib prayer in Wari, Dhaka and her parents at last found her dead body. Police say that the girl was initially believed to have been killed after the rape. On Firday, I came to know from the electronic media that a girl was raped in a hospital, Dhanmondi, Dhaka.
Bangladesh Shishu Adhikar Forum (BSAF) also reported, "The actual number of rapes can be much higher as many such incidences remain unreported." BSAF also added that impunity, weak charge sheet, delay in the trial proceedings, lack of witness, pressure from powerful people are the main reasons for the rise of such crimes.

Apart from child rapes, female rapes, brutality, inhumanity and assassination are increasing and there are repeated incidences of different places in the country. When we look at the print, electronic and online media, the faces of the wild beasts are revealed. With the right justice, the dream of establishing an unprecedented rule of law in this country is so dark! The horror of social degeneration signals the society in which social security has been questionable.

It is obvious that our society is suffering from moral decay which has made such incidences of assault rampant. In our country, in many cases, exemplary punishments are not ensured due to lack of evidences, weak provisions of laws, and long-awaited trial procedures. As a result, the real culprits, "rapists" are kept in jail for a period and eventually, they become freed due to weak evidences. They tend to be engaged in such a cruel act, over and over.

In the developed countries and highly developing countries, there are the incidences of rapes but there are the exemplary punishments. Take for an example in Malaysia, there is a provision of capital punishment for a rapist; there is the assurance of capital punishments. In the country, rape cases are almost zero. In 2018, India's Cabinet approved the introduction of the death penalty for child rapists.

Security of life and property is the pre-condition for a democratic country. Hence, children's security is the integrated part of over-all security. All achievements can result in absolute failure if we are unable to ensure the security of our children. We, all, utter in a sentence, "We must ensure our children's security by any means. All guardians must take care of their loving roses, "loving daughters". We pray to the Almighty Allah so that he can save our adorable children.

To infer the shortened discourse on this crucial issue, I would like to stress that our government must focus profoundly on this issue. Our Prime Minister, alongside all individuals of this nation, obviously opts for our children's security. It is recommended that PM must order the concerned authority to amend the provisions of existing laws in regards to rapes. It is the high time to introduce tougher provisions of laws, which ensure the capital punishment against the convicts, 'the real rapists'. There must be enough exemplary punishments against the convicts.  Consequently, the wild animals will never consider such a barbarous act.
