Prottoy Scheme Withdrawal

Teachers decry govt’s indifference

Public university teachers on Monday boycotted all duties including academic and administrative works for the sixth day demanding withdrawal of the newly introduced Prottoy Scheme, labeling it as illogical and discriminatory.

The protesting teachers at a sit-in demonstration at Dhaka University (DU) Arts Building on Monday expressed surprise how the government could remain silent without communicating the teachers for the last eight days.

"We have been holding sit-in demonstrations and observing complete work abstention for a long time to realise our three point demands.  There has been no response from the government. We want to clearly say that if you do not accept our demands, we will not return to classes. We will continue the protest," said Prof Nizamul Haque Bhuiyan, General Secretary of Federation of Bangladesh University Teachers Association (FBUTA) and President of DU Teachers Association (DUTA).

Prof Nizam said, "Those who have imposed the Prottoy Scheme on us did not consider it necessary to discuss the issue with us. Are they sociologists, economists or researchers? We invited them to a dialogue with logical arguments to demonstrate how university teachers are being victimised by the Prottoy Scheme."

He said a few miscreants are trying to mislead the government.

Teachers have been waiting for dialogues with the government since the cancellation of the scheduled meeting with Awami League General Secretary Obaidul Quader on last Thursday.

Critising government for its indifference towards the protesting teachers, FBUTA President Prof Md Akhtarul Islam on Sunday said, "They are trying to completely destroy the education system. All the public universities of the country are closed for a week, but they paid no attention to it."
Their demands include withdrawal of the Prottoy Scheme, placing teachers in super grade and introduction of a separate salary structure for teachers.

Officers and employees of several public universities also held sit-in demonstrations on their respective campuses on Monday morning, demanding the withdrawal of the Prottoy Scheme.

The Finance Ministry, in a notification on March 13, announced that all officers and employees joining autonomous, self-governing, nationalised, statutory or similar organisations and their subordinate institutions on or after July 1, 2024, would be included in Prottoy Scheme under the Universal Pension Scheme.

Since the announcement by the Finance Ministry, teachers, officers and employees of public universities held protest demonstrations on campuses across the country.

They said Prottoy Scheme will curtail many existing benefits.
