Work of new Kawkhali Health Complex building stalled

KAWKHALI, PIROJPUR, Aug 19: The construction work of a new building for Kawkhali Upazila Health Complex in Kawkhali Upazila of the district has been stalled recently due to work order cancellation and court case.

The work order of the project was cancelled as the construction work was taking place slowly, and the contractor could not finish work at time. 

Now treatment activities are hampered at the hospital due to manpower crisis. Indoor and Outdoor activities are done in shabby employees' quarters.  

The health complex has been promoted to 50-bed one from 31-bed complex.     

At present, five doctors out of total 14 granted posts are working in the hospital.

A visit on August 12 noon found Indoor, Outdoor, Emergency Department, Lab and administrative works going on in  three employee quarters. 

The Indoor is running in six small rooms having 20 beds. Due to the bed crisis, patients are treated on damped floor. 

Rain drops down trailing the roof.

Loveli Aktar, 23, of Subidpur Village said, "Rain water damages  beds  and clothes."

Outdoor patients were seen huddling in queues.

Roofs of Emergency Department and Lab Bhaban are shabby. Both physicians and patients remain in constant fear of plaster dropping.

Dr Subrata Karmakar of the hospital said, residential Medical Officer  and two health officers of the hospital are providing treatment in Outdoor, Indoor and Emergency departments round the clock.

Md Shahoidul Islam, 70, said, he did not get treatment at the hospital due to lack of doctors; few days back he took treatment at Sher-e-Medical  College Hospital; after giving primary treatment, many patients are referred  to  Barishal and Jhalakathi.

The hospital was launched with 31 beds in 1975. In 2008, a Tk 5.5 crore was allocated for promoting the hospital to 50-bed one.

Later on August 25, 2008, Noori Enterprise was given work order. The work was supposed to be completed within18 months. But after 20 per cent work, the work discontinued.

 On June 25 in 2014, the work order was cancelled.

On July 24 in 2022, the work order of Tk 25.11 crore was given to Kohinur Enterprise. It was supposed to finish the work in one year.

On May 31 in 2023, Executive Engineer of the Health Engineering Department Md Afsar went to the site for inspection and found only 16 per cent work completed.  On June 1, he requested the authorities  for cancelling the work order.

On December 20 in 2023, Health Department's Chief Engineer  Brigadier General Sarowar Hossain Chowdhury inspected the under-construction Bhaban. After the inspection, he expressed his dissatisfaction over the work progress.

Later on, the Health Department cancelled the work order and asked for inviting new tender.

But the contractor protested the cancelled work order and filed case with the court.

At present, the case is under trial. That is why new tender cannot be invited for finishing the Bhaban work. 

Upazila and Hamily Planning Officer Sujan Saha said, "We are hiccupping to treat patients due to doctor crisis. But we are trying best to provide good services."

Civil Surgeon Md Mizanur Rahman said, "I have talked with the authorities about the hospital crisis. Now attempt is going on to dispose off the case and invite new tender."
