Reorganize Admin Reform Committee: ICDEC

The Inter-Care Discrimina-tion Elimination Committee (ICDEC) on Saturday called for the "Public Administration Reform Committee" to be reorganized, with a non-civil servant specialist as its chairman. The committee would also include representatives from all cadres, including the ICDEC, and change the name Public Administration to something that is "itself a discrimination."

The committee, an alliance of 25 cadres in the civil service out of total 26 cadres, also threatened of taking any kinds of steps to protect the rights of 25 cadres, which are usually being deprived in the service, if they are continued to be deprived ignoring their demands.

At a press conference held on Saturday in the Dhaka Reporters' Unity auditorium, they have pressed their demands to eliminate the discrimination in the administration continued since years.

Bangladesh Civil Service (BCS) information-radio cadre officer Md. Moniruzzaman read out the written speech on behalf of the committee while information cadre's Omor Faruq Dewan, public works cadre's Md. Hafizur Rahman, agriculture cadre's Arif Hossain, education cadre's Dr. Md. Mafizur Rahman and livestock cadre's Shahadat Hossain and others were also present.

In the written speech, Moniruzzaman stated that there are 26 cadres in the civil service where around 60,000 officers have been working. 

Of them, 54,000 cadres have been serving in 25 cadres while the rests are working in the civil service. The 25 cadres represent around 92 per cent in the administration.

"If the demands of the 25 cadres are ignored the committee would be compelled to take any kinds steps. If any untoward situation is created, the persons who are responsible including the reform committee will would be responsible for the situation," he warned.

According to the organizers, though the 25 cadres represent around 92 per cent of the administration, the admin cadre officials have been enjoying around 75 per cent of government benefits including promotions. As a result, the government had to create supernumerary posts for the admin cadre officers while most other cadre officers are working in a sane post for years being deprived of getting promotion.
