The Interim Government in last 100 days cancelled contractual jobs of at least 101 officers including 10 secretaries and senior secretaries and secretary level officers while five secretaries and senior secretaries were sent on forced retirement.
During the period (beginning from August 8 to November 17), a total of 768 officers were given promotion to upper ranks while 1,870 officers were transferred, including 59 deputy commissioners and four divisional commissioners, according to the Public Administration Ministry statement issued on Sunday.
The Public Administration Ministry issued the statement to mark 100 days of the interim government.
During the period, Home Ministry's Public Security Division Senior Secretary Jahangir Alam, also former secretary to the Election Commission Secretariat, Social Welfare Secretary Ismiel Hossain, also former secretary to the Food Ministry, Planning Commission Member Jahangir Alam, Fisheries and Livestock Secretary Sayeed Mahmud Belal and Rural Development and Cooperatives Division Secretary Shahanara Begum have been sent on forced retirement.
But, the Public Administration Ministry claimed that four secretaries were sent on forced retirement.
The senior secretaries and secretaries, whose contractual appointment were cancelled, are- Planning Commission Senior Secretary Satyajit Karmaker, NBR Chairman and Internal Resources Division Secretary Abu Hena Rahmatul Munim, Bangladesh Investment Development Authrity (BIDA) Chairman Lokman Hossain Miah and Executive Member (Secretary) Md Kahirul Islam, Parliament Secretariat Secretary KM Abdus Salam, Road Transport and Highways Division Secretary ABM Aminullah Nuri, Civil Aviation and Tourism Secretary Mokammel Hossain, Agriculture Secretary Wahida Akter, Science and Technology Secretary Ali Hossain, and Railway Secretary Humayun Kabir.
However, the government appointed at least seven senior secretaries, who were retired by the previous government.
They are Cabinet Secretary Dr Sheikh Abdur Rashid, Public Security Division Senior Secretary Dr Abdul Momen; Public Administration Ministry Senior Secretary Dr Mokhles Ur Rahman; Road Transport and Highways Division Senior Secretary Ehsanul Haque, President's Office Secretary Dr Nasimul Gani, Health Services Division Senior Secretary MA Akmall Hossain Azad, Land Ministry Senior Secretary ASM Saleh Ahmed, and Secondary and Higher Education Division Senior Secretary Siddik Zubayer.
According to the ministry statement, during three months, 12 officers were promoted to the rank of secretary and senior secretary while three officers to grade-1 secretary, 135 officers were promoted to additional secretary from joint secretary, 226 deputy secretaries were promoted to the rank joint secretary, and 135 senior assistant secretaries were promoted to deputy secretaries.
At least nine assistant secretaries (non-cadre) were promoted to the rank of senior assistant secretary, and 37 administrative officers (AOs) and personal officers (POs) were promoted to the rank of assistant secretary during the period.
It stated that at least 80 officers from senior secretary to assistant secretary ranks were made officers on special duty (OSDs) in last three months while 65 officers were appointed as ambassadors, high commissioners, department chiefs, doctors of different hospitals, and project directors.
During the period, 43 senior secretary, secretary and secretary level officers were transferred while 11 grade-1 officers, 137 additional secretaries, 173 joint secretaries, 391 deputy secretaries, four divisional commissioners, three additional divisional commissioners, 59 deputy commissioners, 118 additional DCs, 165 upazila nirbahi officers (UNOs), 414 senior assistant secretary and assistant secretaries, 83 senior divisional commissioners and divisional commissioners, 126 armed forces officers, 39 executive magistrates were transferred.
It stated that the government has already approved a proposal to raise service entry age to 32 from 30 years, in accordance with the recommendations of the committee formed in this regards.
During the period, the government had announced two days holiday for the Durga Puja from one day and decided to increase the Eid-ul Fitr holiday to five days and Eid-ul-Azha to six days from three days.
During the period, the government appointed a total of 2064 persons in the administration through the 43rd Bangladesh Civil Service (BCS). The government announced the recruitment process of 47th BCS for appointing officers in 3,467 vacancies.
