Officers of 25 cadres in Bangladesh Civil Service (BSC) on Saturday announced a series of programmes including a rally in Dhaka on January 4 in protest against Public Administration Reform Commission's recommendations to keep 50 per cent posts of deputy secretaries for the administrative cadre and 50 per cent for other cadres.
They have also protested the commission's recommendation to remove education and health cadres from the cadre system.
Under the banner of 'Inter-Cadre Discrimination Elimination Council', they announced the programmes at a meeting held at the Works (Purta) Bhaban in Dhaka on Saturday with its coordinator Dr Muhammad Mafizur Rahman in the chair, according to a press release issued on Saturday.
They demanded that each of the ministries and divisions would be run by an official of the relevant cadre and a quota-free merit-based deputy secretary appointment system be established in order to build a non-discriminatory public welfare state.
According to the release, a one-hour work abstention will be observed in all government offices from 11am to 12pm on December 24. Also, a human chain will be formed in front of all offices from 11am to 12pm on December 26. In addition, rallies will be held in divisional cities where rallies have not yet been held to increase public involvement.
The rally, where its the next programmes will be announced, will be organised in Dhaka on January 4.
On December 17, Public Administration Reform Commission Chairman Abdul Mueed Chowdhury and member-secretary Dr Md Mokhles Ur Rahman, Public Administration Ministry Senior Secretary, unveiled some recommendations at a view exchange meeting with journalists at the ministry.
The recommendations include - promotions to the positions of deputy secretary and additional secretary through exams, allocation of 50 percent of deputy secretary posts for administration cadres and another 50 percent for officials from other cadres, and keeping education and health cadres out of the cadre system.
