The government on Tuesday issued a stern warning to cadre officers protesting for personal benefits related to promotions.
Citing the 'Government Servants (Conduct) Rules, 1979', the Ministry of Public Administration warned that disciplinary action will be taken against those who fail to comply with the rules.
There are currently 26 civil service cadres.
Section 30 of the Government Servants (Conduct) Rules provides measures for maintaining employees' discipline.
The Ministry of Public Administration instructed all government employees to strictly adhere to these directives.
According to the provisions, the government employees would not be able to raise any dispute publicly, or create obstruction to carry out the order, or instigating anyone about the order, would not be able to resent government decisions or organise any movement, bring pressure to charge government decisions and create division among the employees.
The government officers' ongoing movement centering around the promotion to deputy secretary positions, pitted officers of the administration cadre against 25 other cadres.
Demonstrations such as showdowns, pen-down (work abstention), human chains, protest gatherings, and roundtable discussions have already been organised, creating unrest within the administration. The issue has sparked unprecedented mudslinging on social media platforms.
Officers from the 25 cadres apart from the administration cadre have called for a discussion meeting on January 3 at the Krishibid Institution in the capital.
In this context, the Ministry of Public Administration issued a written statement, urging everyone to exercise caution. The statement noted that some government employees, regardless of their rank, are holding rallies, sit-ins, human chains, work stoppages, and other programmes to press for their demands. These activities, it warned, are damaging the reputation of government employees.
The statement also highlighted that certain individuals are making adverse remarks or issuing statements on social media about government decisions, orders, or reforms even before their implementation, which is in violation of the Government Servants (Conduct) Rules.
