
The Ministry of Education’s Secondary and Higher Education Division has published the new admission policy for Class XI students for academic year 2025–26.
This policy will apply to all public and private colleges across the country and will be executed entirely online, based solely on the results of SSC or equivalent examinations. There will be no admission tests.
According to an official notice signed by Senior Secretary of the division and issued on Thursday, the application process will begin on July 30 and will continue until August 11.
Under the new guidelines, students who passed the SSC or equivalent examinations either in the current year or within the previous two academic years will be eligible for admission.
In the case of foreign education boards, students may be admitted if their results are approved by the Dhaka Education Board for equivalence.
In terms of stream selection, students from the science stream will be allowed to apply for any group; science, humanities, or business studies.
However, those who studied in humanities or business studies streams will not be permitted to enroll in science stream.
Students from Madrasa Education Board (Dakhil) and Technical Education Board (Vocational) will be eligible to apply for any stream under general education system.
The admission policy states that 93 percent of all seats in both public and private colleges will be open for general applicants. The remaining 7 percent will be reserved; 5 percent for children of freedom fighters or martyred freedom fighters, 1 percent for children of officials and employees under the Ministry of Education and 1 percent for children of officials from affiliated organizations.
If eligible candidates are not found under these quotas, the reserved seats will be filled based on merit.
In cases where applicants have same GPA, their merit will be determined by total marks obtained in SSC or equivalent exams. If the marks are also identical, subject-wise performance will be considered.
For science stream applicants, marks in mathematics, biology and English will be reviewed. For humanities and business studies applicants, scores in English, mathematics, and Bangla will be taken into account in that order.
Students who passed SSC from the same institution will be given priority admission into their respective streams at their own college. Only after these seats are filled will the remaining seats be opened to external applicants.
All admission-related procedures must be carried out online and colleges are required to display relevant admission information on their websites and notice boards.
The admission fee will be determined by Inter-Education Board Coordination Committee, subject to approval from Secondary and Higher Education Division.
No college will be allowed to charge more than the approved fee and all fees must be collected through proper receipts. Accepting additional or undocumented payments is strictly prohibited.
While students will be allowed to transfer colleges after admission, they will not be permitted to return to science stream once they switch to another group.
Likewise, students who start in the science group but later move to another stream cannot re-enter the science group under any circumstance.
Additionally, no college is allowed to issue a transfer certificate (TC) or enroll a student with a TC without prior approval from the relevant education board. All information related to transfers must be submitted to the board within 15 working days of issuance.
The policy also includes strict warnings against unauthorized admissions. If any college is found admitting students in an unapproved campus or without proper authorization, the institution’s recognition and MPO (Monthly Pay Order) eligibility may be revoked.
Government colleges that violate the policy will also face administrative action in line with existing regulations.
The new admission policy will be applicable for all colleges in 2025–26 academic year.
Following the publication of SSC and equivalent exam results, the entire admission process; including applications, merit list publication, enrollment, and commencement of classes, must be completed within 45 working days.
