Govt issues firearm policy for politicians, election candidates

The government has issued a new policy governing the issuance of firearm licences and the appointment of armed retainers for politically important persons and candidates contesting the 13th National Parliamentary Election, scheduled for February 12. 

The policy, titled “Firearm Licence and Retainer Appointment Policy–2025 for Politically Important Persons and Candidates for the Post of Member of Parliament,” was released on Tuesday by Ministry of Home Affairs.

The policy aims to ensure public security, maintain law and order and prevent election-time violence. 

It defines a retainer as an armed individual authorized to provide personal security to a politically important person or candidate, while a politically important person refers to a current or former high-ranking political figure recognized by the government.

To obtain a firearm licence, applicants must be recognized politically important persons or candidates who have submitted nomination papers and they must have a verified security threat confirmed by the relevant authorities, including intelligence agencies. 

Licences issued under this policy will generally be temporary, valid until 15 days after the declaration of election results, after which they will automatically expire. 

Licences may be converted into general licences if applicants meet the conditions under existing firearm regulations.

The policy allows for the appointment of a retainer if a licence holder cannot or chooses not to purchase a firearm. Retainers must be Bangladeshi citizens aged 25 or older, with no criminal record, valid police clearance and training in firearm use. 

Retired members of the armed forces or Bangladesh Police will be given preference. Each politically important person or candidate may appoint only one retainer and the retainer’s tenure ends with the licence period. 

Retainers are allowed to carry the firearm, but legal responsibility rests with the licence holder.

Firearms under this policy are limited to non-prohibited bore (NPB) weapons suitable for self-defence. 

Licences for multiple firearms, automatic weapons or military-grade arms will not be permitted. 

Licensees must carry their licence and approval documents at all times, comply immediately with law enforcement instructions and use the firearm solely for personal security. 

Any misuse, violation of election conduct, or breach of government rules may result in immediate cancellation of the licence or retainer approval without prior notice. Appeals can be made to Ministry of Home Affairs.

The policy will supplement the Election Commission’s code of conduct and cannot be used to intimidate, harass or influence others politically. 

Any breach of the election code will be treated as a separate offence.
