NBR launches fully online utilization permission services thru CBMS

The National Board of Revenue (NBR) has entered a new phase of digital customs services by making the issuance of Utilization Permission (UP) fully online through the Customs Bond Management System (CBMS).
According to an NBR press release issued on Wednesday, all services related to the issuance of UP have been made mandatory through the CBMS software with effect from January 1, 2026. As a result, Utilization Permissions are now being issued entirely online by the three Customs Bond Commissionerates under the NBR, and the manual submission and approval of UP applications have been discontinued from the same date.
The NBR introduced the automated CBMS software on January 1, 2025, with the objective of providing all bond-related services online to bonded warehouse licence holders. Through the system, bonded warehouse facilities can now obtain Utilization Permission online from the respective Customs Bond Commissionerates in line with the policies approved by the Duty Exemption and Drawback Office (DEDO) for duty-free import of raw materials.
With the introduction of online UP services, export-oriented industrial enterprises benefiting from bonded warehouse facilities no longer need to submit paper-based applications or physically visit Customs Bond Commissionerates. The CBMS, described as a modern, automated and technology-driven system, enables the submission, scrutiny and approval of UP applications entirely through an online platform.
