BSEC faces questions over fast-track promotion move

The Bangladesh Securities and Exchange Commission (BSEC) is facing questions over a reported move to fast-track the promotion of several officials whose original recruitment is under scrutiny by the Anti-Corruption Commission (ACC).
The officials, now serving as additional directors, were among 19 people directly recruited as deputy directors in 2012, during the tenure of the commission led by then chairman Professor Dr M Khairul Hossain and commissioner Helal Uddin Nizami.
The appointments triggered objections from serving assistant directors, who feared the direct recruitment would erode their seniority and promotion prospects. Several later challenged the process in court.
The controversy resurfaced in January 2025 when the ACC began examining the recruitment of the 19 deputy directors. Nine officials were subsequently summoned by ACC investigators in February 2025 and asked to submit their educational and experience certificates and other supporting documents.
The nine are Yusuf Bhuiyan, Md Hossain Khan, Md Ohidul Islam, Hafiz Mohammad Harunur Rashid, Abul Kalam Azad, Md Delwar Hossain, Md Kawsar Ali, Umme Salma and Mohammad Shamsur Rahman. All are currently serving as additional directors at the BSEC.
According to allegations raised over the recruitment, some appointees may not have met the six-year experience requirement stipulated in the recruitment circular for executive positions in private organisations or equivalent first-class government posts.
