Delay in RAJUK inspector postings fuels public woes

Failure to enforce transfer rules at the Rajdhani Unnayan Kartripakkha (RAJUK) is reportedly causing public suffering, with some building inspectors remaining in the same zones for years.

RAJUK rules and government policies require officials to be transferred after serving in an office or zone for a specified period. But sources said the policy has not been properly implemented, raising concerns over transparency and accountability in construction monitoring.

According to RAJUK sources, building inspectors were assigned to different offices and zones through a lottery around three-and-a-half to four years ago. However, many have reportedly remained in their allotted areas despite the passage of several years.

Residents allege that prolonged postings have allowed some inspectors to develop close ties with owners of under-construction buildings and other stakeholders, creating scope for undue influence and alleged violations of construction rules.

Some complainants said officials who initially performed their duties properly later became involved in controversial activities after spending years in the same areas. Complaints over alleged irregularities and unauthorised construction have reportedly increased at RAJUK headquarters.

Zone-8 concern
Zone-8 has emerged as a particular concern. The zone has three sub-zones but reportedly only one authorised officer to oversee them. The zone also lacks a permanent director, with the director of Zone-7 reportedly handling additional responsibilities.

Residents say the manpower shortage, coupled with prolonged postings, is hampering regular inspections, monitoring and the resolution of complaints.

They have urged RAJUK to immediately transfer building inspectors and other relevant officials and restore a regular, impartial lottery-based transfer system.

They said timely transfers would limit undue influence, strengthen monitoring and accountability, reduce public harassment and improve RAJUK's efficiency and credibility.
