A citizens’ group has urged the Bangladesh Energy Regulatory Commission (BERC) not to collect the full August gas bill from residential consumers, citing severe supply disruptions and inadequate pressure throughout the month.
Bangladesh Sadharon Nagorik Samaj submitted an application to the BERC chairman, saying gas supply to residential areas, industries, commercial establishments and CNG stations had been severely disrupted in different parts of the country since the beginning of August.
In many residential areas, gas was unavailable for most of the day or the pressure was too low for cooking, the organisation said.
It argued that collecting the full monthly bill from non-metered consumers who were unable to use gas or were deprived of the service for extended periods would be neither reasonable nor fair.
Many households were forced to spend additional money on LPG or electric cookers, and charging them the full monthly gas bill would amount to a double financial burden, it added.
In the memorandum signed by its convenor Mohiuddin Ahmed, the organisation called on BERC to verify the August supply situation using area-wise data on supply hours, pressure and shortages from gas distribution companies.
It also demanded that full August bills for non-metered residential consumers in areas facing prolonged supply disruptions should not be collected in September. Bills should instead be reduced or fully waived based on the extent of the service disruption.
The group further called for a permanent policy allowing automatic bill adjustments during prolonged supply disruptions or low pressure, without requiring consumers to submit separate applications.
It also demanded the publication of daily area-wise gas supply information and a mechanism for the quick resolution of consumer complaints over losses and additional expenses caused by the gas crisis.
