Germany missed the chance to avenge their 1-0 defeat to Greece last week as the two sides played out a goalless draw in the return fixture.
The draw saw Greece finish the international break second in the League A Group 2 standings. Jurgen Klopp’s Germany are third with five points from four matches.
The Netherlands, meanwhile, moved to the top with eight points after beating bottom-placed Serbia 2-1.
Germany gradually increased their dominance as the first half progressed. Despite enjoying more than 70 per cent possession and taking 21 shots, they failed to find the net.
Jonathan Burkardt appeared to have given Germany the lead when he put the ball into the net. However, a VAR review ruled out the goal after detecting a handball by Tom Bischof during the build-up.
Germany captain Florian Wirtz said they had created good pressure but were disappointed not to score.
“We created good pressure, but we didn’t score. That is disappointing. Overall, we are satisfied with the way we played. There were many positive aspects. We must not forget that we have only been together for a week. We really wanted to win, but everything is not bad now,” Wirtz said.
Elsewhere, Joshua Zirkzee scored the winning goal as the Netherlands defeated Serbia 2-1 to move top of League A Group 2.
The Dutch took the lead in the 31st minute when Teun Koopmeiners’ free-kick went directly into the net.
Serbia equalised just four minutes later. Nineteen-year-old Mihajlo Cvetkovic headed the ball into the net from Aleksa Terzic’s cross.
The two sides went into the break level before substitute Zirkzee turned the match in the Netherlands’ favour. The Manchester United forward, who came on at the start of the second half, restored the Dutch lead in the 72nd minute.
The Netherlands held on to secure a 2-1 victory and move to the top of the group.
