A legal notice has been sent to relevant authorities demanding the live broadcast of luggage handling operations on CCTV monitors inside terminal arrival lounges across all international and domestic airports in Bangladesh to permanently prevent baggage theft.
Supreme Court lawyer Md. Mahmudul Hasan Mamun dispatched the notice on Monday to key officials, including the Secretary of the Ministry of Civil Aviation and Tourism, the Chairman of the Civil Aviation Authority of Bangladesh (CAAB), the Chairman of the Anti-Corruption Commission (ACC), the Managing Director and CEO of Biman Bangladesh Airlines, and airport directors across the country.
The notice emphasized that airports serve as Bangladesh's sovereign gateways, yet passengers—particularly migrant workers, tourists, and diplomats—frequently fall victim to luggage theft. It highlighted that dishonest ground handling personnel exploit unmonitored zones between the aircraft cargo hold and conveyor belts to cut open locked bags and steal valuables, damaging the nation's image globally.
To eliminate theft syndicates, the notice demands that unloading, transport, and sorting processes be covered by high-resolution cameras and streamed live on large displays in arrival lounges.
Furthermore, it requires any baggage inspection by customs or security officials to be conducted on camera before the respective passenger.
The notice also urged the ACC to intervene against bribery and corruption in recruiting loaders and security personnel, demanding a merit-based hiring framework.
The recipient authorities have been given 10 days to implement the administrative and legal measures, failing which a writ petition will be filed with the High Court.
