Illegal phones to be blocked as BTRC sets Jan 2027 NEIR launch

The Bangladesh Telecommunication Regulatory Commission (BTRC) has set January 1, 2027, as the new launch date for the National Equipment Identity Register (NEIR), a central system that will enable authorities to block illegally imported and manufactured mobile handsets.

The NEIR will initially cover phones brought into Bangladesh after its launch. The system is designed to verify the International Mobile Equipment Identity (IMEI) numbers of handsets through mobile operators’ networks and help identify illegal or stolen devices.

The BTRC took the decision at a commission meeting last week following a recommendation from the Ministry of Home Affairs, according to the meeting minutes.

This will be the regulator’s third attempt to fully introduce the handset-tracking system. The NEIR was first launched on a trial basis in 2021.

NEIR to launch in two phases

The system will be introduced in two phases, with the first phase scheduled to begin on January 1.

Most of the features included in the original design will be available in the first phase, except for the deregistration facility.

The BTRC will seek government approval to introduce deregistration through the Posts and Telecommunications Division. No date has yet been set for the second phase, which will include the feature once approval is obtained.

Deregistration will allow handset ownership to be transferred from one user to another within the system, linking each device to its current or most recent owner.

Illegal and smuggled phones targeted

Under the first phase, authorities will be able to identify illegally manufactured and imported handsets and prevent the sale and use of phones brought into the country by evading customs duties.

However, according to the commission meeting minutes, cloned handsets cannot be blocked during the first phase. Such devices are frequently used for criminal activities.

Handsets currently active on mobile operators’ networks will be automatically registered with the NEIR.

Importers will also be able to submit IMEI numbers and other required information for devices they have already imported but have not yet sold. Details of handsets currently stored in warehouses can also be submitted for registration.

The NEIR is expected to provide the authorities with a central mechanism for tracking handset identities and restricting the use of unauthorised devices on Bangladesh’s mobile networks.
