The Association of Private Universities of Bangladesh (APUB) has called for stringent legal action against organised criminal networks involved in producing, selling and using forged academic certificates, mark sheets and other academic documents purporting to have been issued by various private universities in Bangladesh.

In light of media reports and information received from various universities and institutions, APUB considers academic credential fraud not merely a criminal offence but also a serious threat to the credibility of the country's higher education system, merit-based recruitment processes, and the international recognition and acceptance of Bangladeshi academic qualifications.

According to APUB, the unlawful activities of organised fake certificate syndicates are adversely affecting legitimate and duly approved private universities. Such fraudulent practices risk placing genuine graduates under suspicion and may undermine the confidence of domestic and international educational institutions, employers and recruitment agencies in the authenticity of academic credentials issued in Bangladesh.

In this context, APUB has urged the Ministry of Home Affairs to take effective measures to intensify intelligence-led operations through the Detective Branch (DB), Criminal Investigation Department (CID) and other relevant law enforcement agencies against those involved in producing and supplying forged certificates, acting as intermediaries, and operating the networks responsible for their sale and distribution.

APUB has also called for effective action by cybercrime enforcement agencies, taking into account the use of websites, social media platforms, online advertisements, fraudulent verification portals and digital payment channels to promote and facilitate the sale of fake academic credentials.

APUB emphasised that if an impartial investigation founds the involvement of any university or any of its faculty members, officers, employees or technical service providers in such fraudulent activities, appropriate legal action must be taken against those found responsible, in accordance with the law.

To prevent organised academic credential fraud, APUB has further called for an effective inter-agency coordination mechanism under the leadership of the Ministry of Home Affairs, bringing together representatives of the Ministry of Education, the University Grants Commission (UGC), universities and relevant law enforcement agencies. APUB has expressed its willingness to extend the necessary cooperation to the relevant authorities, regulatory bodies and law enforcement agencies in addressing this issue.

APUB maintains that safeguarding the credibility of academic credentials is not merely a matter of institutional interest for universities. It is directly linked to maintaining the standards and integrity of the national education system and protecting Bangladesh's reputation and standing in the international arena.
