Battery-run three-wheeler rickshaws (e-rickshaws) in Dhaka South City Corporation (DSCC) areas must obtain clearance from the Bangladesh University of Engineering and Technology (BUET) before applying for registration, according to the city corporation.
In a press release issued on Tuesday (November 3), the DSCC said applicants must prepare their vehicles in line with the requirements of the ‘Three-Wheeler Low-Speed Battery-Operated Rickshaw Operation Rules, 2026’ and submit applications with BUET clearance to begin the registration process.
DSCC Administrator Md Abdus Salam said distribution of e-rickshaw registration forms began on Tuesday, but clarified that the form itself does not grant permission to operate the vehicle. It is only an application for registration.
“Applicants must fulfil the prescribed conditions and submit their applications with BUET clearance. E-rickshaws will be registered in phases after necessary scrutiny and verification,” he said.
To regulate the number and movement of e-rickshaws, the DSCC plans to divide its jurisdiction into four zones. A joint meeting between the city corporation and police on November 5 will finalise the zones and determine the potential number of e-rickshaws allowed in each area, the administrator said.
The press release also said designated workshops would be selected for manufacturing and repairing e-rickshaws of approved models. Plans are also underway to establish designated charging stations at ward or police station levels to prevent the use of illegal electricity connections.
Abdus Salam said it would not be possible to ban all battery-run rickshaws at once, adding that the authorities wanted to bring them under regulation and registration gradually.
“Instead of stopping everything overnight, we want to move forward in phases. In the first phase, 1,000, 2,000 or 5,000 e-rickshaws that meet the requirements will be approved for registration,” he said.
Registration application forms are being distributed at a price of Tk100 each. Applicants can collect the forms from Nagar Bhaban and all DSCC regional offices between 10AM and 3PM on working days. An individual can collect a maximum of five application forms.
