NEC clears Tk 3 lakh crore ADP for FY27

The National Economic Council (NEC) has approved a Tk 3,00,000 crore Annual Development Programme (ADP) for the 2026-27 fiscal year, setting out an ambitious public investment plan aimed at sustaining inclusive growth, strengthening infrastructure and advancing climate resilient development.

Prime Minister (PM) and NEC Chairperson Tarique Rahman presided over the first NEC meeting of the current government at the Sher e Bangla Nagar conference room in Dhaka on Monday. 

Finance and Planning Minister Amir Khosru Mahmud Chowdhury later briefed reporters, alongside senior officials including Planning Secretary SM Shakil Akhter and advisers to the Prime Minister.

Of the total ADP outlay, Tk 190000 crore will be financed from domestic government resources, while Tk 1,10,000 crore is expected from foreign loans and grants. The size of the programme marks a substantial increase over the revised allocation of the current fiscal year, reflecting expanded investment capacity and higher development spending.

The NEC also granted policy approval to a five year strategic financial planning framework being prepared by an advisory committee under the General Economics Division.

According to the Planning Ministry, the new ADP incorporates 1,277 proposed fresh projects from various ministries and divisions. It also includes proposals for 80 projects under Public Private Partnership arrangements and 148 projects financed by the Bangladesh Climate Change Trust Fund, signalling greater emphasis on private sector engagement and climate adaptation.

In total, the programme features 971 investment and survey projects with an allocation of Tk 1,78,914.63 crore and 107 technical assistance projects involving Tk 2,796.28 crore. A further Tk 38,027.49 crore has been kept under a special development assistance block allocation to support both new and ongoing initiatives. 

An additional Tk 17,000 crore has been earmarked specifically for social development assistance programmes targeting poor and marginalised communities.

Sector wise, transport and communication received the largest share at Tk 50,092.53 crore, accounting for 16.70 percent of the total. Education was allocated Tk 47,591.12 crore or 15.86 percent, while health received Tk 35,535.50 crore, representing 11.84 percent. 

Power and energy secured Tk 32,691.54 crore, and housing and community facilities were allocated Tk 20,361.72 crore. Together, these five sectors account for more than 62 percent of total allocations.

Among ministries and divisions, the Local Government Division received the highest allocation at Tk 33,735.10 crore, followed by the Roads and Highways Division with Tk 30,741.36 crore and the Health Services Division with Tk 26,806.26 crore. 

Significant allocations were also made to the Secondary and Higher Education Division, Primary and Mass Education Ministry, Power Division, Science and Technology Ministry, Health Education and Family Welfare Division, Shipping Ministry and Water Resources Ministry.

Planning Commission officials said the overall development outlay would reach Tk 308924.83 crore when self financed projects of autonomous bodies and corporations are included. Of that amount, Tk 1,98,923.93 crore would come from government and own sources, while Tk 1,10,000.90 crore would be financed by foreign assistance.

The NEC directed authorities to prioritise projects scheduled for completion by June 2027 and to limit further spending on expired projects to enhance accountability and efficiency. It also recommended prioritising initiatives aligned with the Sustainable Development Goals, the National Adaptation Plan, Nationally Determined Contributions, the Green Climate Resilient Development strategy and the Delta Appraisal Framework.

Data from the Implementation Monitoring and Evaluation Division showed that ADP implementation from July 2025 to March 2026 reached 36.19 percent, with expenditure of Tk 75,607 crore against a revised allocation of Tk 2,08,936 crore for the current fiscal year. Twenty six projects slated for completion this year will be carried forward into the next fiscal cycle.

Officials said the expanded ADP reflects a reform oriented development strategy focused on poverty reduction, job creation, women’s empowerment, regional balance, tourism, the blue economy and green growth, alongside efforts to modernise public administration and improve living standards nationwide.
