
Every planting season in Bangladesh begins with hope, but that hope is accompanied by deep uncertainty. Farmers do not just sow seeds in the soil; they also sow risk, anxiety, and an unknown future. Will the rain come on time, or will floods, droughts, heatwaves, waterlogging, pests, diseases, storms or cyclones damage crops and reduce yields? For years, agriculture in the country has operated under such uncertainty. But that reality is gradually beginning to change. Through the integration of weather forecasting and digital technology, a new agricultural reality is emerging where farmers can make decisions based on data rather than speculation, identify risks in advance, and increase both production and income.
At the centre of this transformation are forecast-based agricultural advisory services. Through these services, farmers can learn in advance about rainfall patterns, temperature changes, flood risks, pest outbreaks, and crop-specific actions. Importantly, this approach does not require expensive machinery or complex infrastructure at the farmer level. What is needed is timely, easy-to-understand, and actionable information. Research shows that the impact of this approach can be significant. Forecast-based rice farming has increased yields by about 7 per cent, reduced production costs by 13 per cent, and raised farmers’ net income by around 31 per cent. At the same time, labour hours have decreased, and the use of water, fertilisers, and pesticides has been reduced, benefiting both farmers and the environment. This is not a small change; rather, it signals a fundamental transformation of agriculture in the era of climate change.
To make this transformation effective, an integrated mobile and web-based digital platform is essential. At the initial stage, user authentication, personalisation, and location-based services must be ensured so that each farmer can receive information tailored to their location, crops, and needs. Next, reliable data from the Bangladesh Meteorological Department (BMD) and the Bangladesh Water Development Board (BWDB), including weather forecasts, warnings, flood forecasts, and water-level data, must be integrated through Application Programming Interfaces (APIs) and delivered instantly to farmers.

can improve future forecasts and recommendations.
This data can then be analysed to identify and classify risks such as heatwaves, heavy rainfall, floods, cold waves, hailstorms, and cyclones and convert them into early warnings. Based on crop growth stages and local environmental conditions, rule-based or artificial intelligence (AI)-driven advisory services can support critical decisions such as irrigation, fertiliser application, pest management, and harvesting. These services should not be limited to mobile or web applications; they must also reach farmers through SMS, voice calls (IVR), call centres, and agricultural extension officers (SAAO/DAE), ensuring inclusivity despite technological limitations. Concurrently, farmer feedback should be collected to create an effective feedback loop that continuously improves the system.
Bangladesh has already taken steps in this direction. Agricultural research and government agencies have been working to integrate weather information with crop-specific advisories and make them accessible to farmers through digital platforms. For example, an integrated platform developed through collaboration among agricultural and meteorological institutions provides location-specific weather information at the upazila, district, division and regional levels. It provides data on key weather variables such as maximum and minimum temperature, rainfall, relative humidity, wind speed, solar radiation, sunshine duration, soil moisture and dew point. Such information can help farmers plan the timing, methods and use of agricultural inputs more effectively.
Weather alert services can make these platforms even more useful. Through mobile notifications, farmers can receive timely warnings about heavy rainfall, heatwaves, cold waves, flash floods and storms, with risks categorised according to their severity. Forecast-based agrometeorological bulletins can then translate complex scientific information into simple, practical and actionable advice on irrigation, fertiliser application, pest control and harvesting.
However, despite these advancements, a major challenge remains: delivering the right information to the right farmer at the right time. Agricultural services in Bangladesh remain fragmented and poorly coordinated. Farmer data is scattered, institutional coordination is limited, and important advisories often reach farmers too late. As a result, even advanced technologies fail to achieve their full potential.
This is where the Smart Farmer Card can emerge as a transformative solution. It is not merely a digital card; rather, it can become the foundation of an integrated agricultural system. By creating a unique digital identity for each farmer and integrating information on location, crops, seasons and farming practices, weather data and advisories can be delivered directly and precisely to each farmer.
For example, a farmer in a haor region can receive early flood warnings and take measures to protect crops, while a farmer in the Barind region can plan irrigation based on rainfall forecasts. Such precise, timely and personalised advisories are possible when farmer data and weather intelligence are integrated within a unified system.
Simply put, the Smart Farmer Card can serve as a bridge between science and the field. It can transform advanced research into practical tools for farmers and simultaneously create a feedback loop through which farmers’ experiences can improve future forecasts and recommendations.
Gradually, this can lead to the development of an intelligent agricultural system where decisions are based on data, risks are anticipated in advance, and every farmer receives timely, personalised support. In today’s world, addressing food security, climate change and sustainable development challenges makes such initiatives not a luxury, but a necessity.
Together, the Smart Farmer Card and forecast-based advisory services can redefine the future of agriculture in Bangladesh. With proper planning, coordinated implementation and strong political commitment, this initiative can elevate Bangladesh’s agriculture to a new level, making it not only more productive, but also sustainable, inclusive and climate-resilient. For farmers, agriculture can then become less a game of uncertainty and more a journey guided by knowledge, technology and confidence.
