New pay scale effective from July 1, arrears to be paid

The government has issued the gazette for the National Pay Scale 2026, which will be deemed effective from July 1, with government employees entitled to arrears for the period from that date until the gazette was published.
The Finance Division issued the relevant order on Thursday, September 17, while the gazette was published on Saturday, September 19.
According to the gazette, the new pay scale will be implemented in phases. Different rates have been set for employees in Grade 9 and above and those in Grades 10 to 20.
From July 1 to December 31, 2026, employees in Grade 9 and above will receive 40 per cent of the difference between the salary fixed under the new pay scale and their current salary received or due as of June 30, 2026.
Employees in Grades 10 to 20 will receive 50 per cent of the difference during the same period.
In the next phase, from January 1 to June 30, 2027, employees in Grade 9 and above will receive 70 per cent of the difference, while those in Grades 10 to 20 will receive 75 per cent.
From July 1, 2027, employees will receive their full basic salary under the National Pay Scale 2026, along with the annual increment.
Although the new pay scale is deemed effective from July 1, 2026, the gazette was published on September 19. Employees will therefore receive salary arrears for the period from July 1 until the date of publication.
However, any special benefit already received during this period will be adjusted against the arrears payable under the new pay scale.
**Pensioners to receive arrears**
The new pay scale also provides for phased increases in benefits for pensioners.
For those with an existing net pension of Tk 20,001 or more, 40 per cent of the increase in net pension under the new pay scale will be paid from July 1 to December 31, 2026.
For those with an existing net pension of Tk 1 to Tk 20,000, 50 per cent of the increase will be paid during the same period.
The rates will rise to 70 per cent and 75 per cent respectively for the next six months, from January 1 to June 30, 2027.
From July 1, 2027, pensioners will receive their full net pension under the National Pay Scale 2026.
Retired and lifelong family pensioners will also receive net pension arrears for the period from July 1, 2026, until the date of publication of the gazette.
The special benefit will be deemed abolished from the effective date of the National Pay Scale 2026.
Any special benefit received by employees from July 1, 2026, until the date of issuance of the gazette will be adjusted against their arrears under the new pay scale.
However, employees who were on post-retirement leave on July 1, 2026, will continue to receive the special benefit at the rate applicable on June 30, 2026, until the end of their post-retirement leave.
