The Anti-Corruption Commission (ACC) has launched an investigation into allegations of embezzlement of transfer certificate application fees at the Dinajpur Secondary and Higher Secondary Education Board.
ACC officials from the district office began the operation at noon on Tuesday, led by Assistant Director Khairul Bashar.
The investigation centres on allegations that fees collected for transfer certificate applications, particularly from Class VIII students, were not deposited into the board’s designated account.
Khairul Bashar said the team had collected relevant documents from the concerned offices and recorded statements from officials as part of the investigation.
Under the regular procedure, students must apply for transfer certificates using a prescribed form, with recommendations from the heads of both their current institutions and the institutions they wish to join. The application must be submitted to the Dinajpur Education Board, followed by payment of a Tk 1,000 fee through Sonali Seba. The board then grants permission for the transfer certificate to be issued by the relevant institution.
However, some students reportedly obtained transfer certificates through arrangements between the two institutions without notifying the education board. As a result, during the application process for the 2026 Class VIII scholarship examination, students found that their records still listed their previous institutions.
The students subsequently contacted the board, leading to the submission of around 4,000 applications.
Bashar said the board took emergency measures in response to the applications, moving students’ records from their former institutions to their new ones through a board resolution and discussion, without collecting the usual Tk 1,000 fee through Sonali Seba.
He said investigators had collected information by speaking to the people concerned and reviewing documents. The commission is also examining whether the matter involved embezzlement or other irregularities.
A report will be prepared and submitted to the commission after reviewing the statements and documents, he added.
ACC Assistant Director Imran Hossain and Deputy Assistant Director Abul Kalam Azad were also present during the operation.
