The government has amended the Electricity Rules 2020, setting new fees for the inspection and testing of electrical installations and equipment, as well as the renewal of approvals.

Under the revised schedule, inspection and testing fees for electrical installations serving consumers with a capacity of 50 kilowatts or more will range from Tk 20,000 to Tk 30 lakh, depending on the capacity of the substation.

The revised fees also cover lifts, energy meters, transformer oil testing facilities and manufacturers of electrical substation equipment.

The Power Division of the Ministry of Power, Energy and Mineral Resources issued a notification on October 15. It was published in an extra edition of the Bangladesh Gazette on October 17 and took immediate effect.

The notification replaces Schedule I of the Electricity Rules 2020 under the authority granted by Section 59 of the Electricity Act 2018.

Under the new schedule, the inspection and testing fee for a 100 kVA substation has been set at Tk 20,000, with a renewal fee of Tk 10,000. For a 200 kVA substation, the fees are Tk 25,000 and Tk 12,500 respectively, while a 500 kVA substation will carry fees of Tk 40,000 for inspection and Tk 20,000 for renewal.

For a one-MVA substation, the inspection fee is Tk 60,000 and the renewal fee Tk 30,000. The corresponding fees for a five-MVA substation are Tk 1 lakh and Tk 50,000, while those for a 10-MVA substation are Tk 1.40 lakh and Tk 70,000.

For higher-capacity substations, the inspection and renewal fees are Tk 2 lakh and Tk 1 lakh for 20 MVA, Tk 4 lakh and Tk 2 lakh for 50 MVA, and Tk 7 lakh and Tk 3.50 lakh for 100 MVA. The fees for a 500-MVA substation, the highest capacity listed, are Tk 30 lakh for inspection and testing and Tk 15 lakh for renewal.

The fee for testing electrical system linkages has been fixed at Tk 2,000. Approval of internal electrical wiring diagrams and safety plans for buildings will cost Tk 5,000 for installations below 50 kW and Tk 10,000 for those with a capacity of 50 kW or more.

For manufacturers of substation equipment rated up to 11,000 volts, the inspection and testing fee is Tk 50,000 and the renewal fee Tk 25,000. For equipment rated at 33,000 volts or above, the fees are Tk 75,000 and Tk 37,500 respectively.

Inspection and testing of transformer oil testing facilities will cost Tk 20,000, with a renewal fee of Tk 12,500.

Energy meter testing fees have been set at Tk 2,000 for single-phase meters, Tk 5,000 for three-phase meters and Tk 10,000 for main or high-tension meters. The fee for testing the earthing of an electric lift is Tk 500 per electrode.

For passenger, capsule and bed lifts, the inspection and testing fee is Tk 6,000 and the renewal fee Tk 3,000. For cargo, goods, car, firefighting and service lifts, the respective fees are Tk 10,000 and Tk 5,000.

The notification states that where a category is not specified in the schedule, the inspection officer concerned will determine the fee proportionately based on the rates for the immediately preceding and following comparable categories.

The fees must be deposited as non-tax revenue through a treasury challan or online e-challan using the government's designated code. The occupier of a building or premises where electricity is generated, received or used must pay the applicable fee and apply to the Office of the Chief Electrical Inspector online, submitting the original challan.

The notification also repeals the 2014 order on the inspection and testing of electrical installations and equipment and the issuance of electricity licences, issued by the Power Division on May 21, 2014.
