Should Papon not step down?

Bangladesh cricket have passed the most turbulent week in its history. Players' strike, BCB's over-reaction on striking players, counter press-conference of cricketers followed by calling off the strike, Shakib's mysterious absence during practice, the BCB president's rage and threats, finally the ICC's two-year ban on Shakib, all the things raised questions in the minds of the cricket loving people. Are the glorious cricketing days of Bangladesh coming to an end?
The sudden imposition of ban on Shakib brought some blurry silence in Bangladesh cricket arena but with some sighs and twinges since some analysts found the ICC's penalty controversial. After the publication of the ICC's detail resolution on its website, Ekramul Haque Shamim, a judicial magistrate of Bangladesh Judicial Services also a former journalist, had found the verdict improper.
The ICC Anti-Corruption Code had come into full force and effect on February 9 in 2018. The Article-11.3 of the Anti-Corruption Code says, "It
shall not operate to disturb any decisions and/or sanctions previously made under predecessor versions of the Anti-Corruption Code (including the Code of Conduct) or anti-corruption rules of National Cricket Federations. Nor shall its substantive provisions apply retrospectively to matters pending before the Effective Date."
Shakib got penalty for three times' failure of not informing the spot-fixing offers from so called Deepak Aggarwal, the black listed Indian bookie. The first and second offers came to Shakib on January 19 and 23, before the effective date of the current ICC Anti-Corruption Code. So, Shakib doesn't deserve two-year ban.
Now, the question is what role the BCB played on this issue to negotiate a faulty judgment against Shakib? While he was expressing his reaction to the journalists after the declaration came on October 29 evening, the BCB president Nazmul Hasan Papon claimed that he knew nothing before. But he hinted on October 22, following the start of the Bangladesh players' strike on 11-point demands under Shakib's leadership that the 'spot-fixing' penalty is coming soon.
Former BCB president Saber Hossain Chowdhury, citing the reference of footages of Papon's self-contradictory statements between the gap of seven days, claimed that the BCB president is not speaking the truth.
"I think the (@BCBtigers) was fully in the know and Mr Papon is not being truthful when he says he didn't have a clue, am sad and sorry to say. From attached video clip of 22nd Oct, looks like Mr Papon was IMPATIENTLY waiting for the ICC (@ICC) announcement ..." he twitted.
He also claimed in a different twit that the BCB had not stood by Shakib and had not taken any attempt to reduce duration of the ban but had shed crocodile tears.
All-national and first class cricketers of Bangladesh called a sudden strike on October 21 and placed 11-point demand which later on amended including two more demands. This is the most vigorous demonstration in the country's cricket history. The movement during Papon's regime indicates his communication gap with the players.
The major demands of the striking cricketers, including players centric Cricketers Welfare Association of Bangladesh (CWAB), increase in fees of domestic players, staff and grounds men, infrastructural development, equal opportunities for women cricketers etc..
The BCB presidents' ire in reply to the agitating players and quick action from the ICC might have correlation, assume many cricket whizzes. Some haters have been sniffing Papon's influence behind such bar on Shakib.
Another important aspect which Nazmul Hasan Papon needs to admit is the presence of corrupt directors in his board. Lokman Hossain Bhuiyan, a BCB director, was arrested for involvement with the Casino business and still remains a director in the board.  
Former cricketer, influential board director and manager of national cricket team Khaled Mahmud Sujon was seen in casino clubs abroad on several occasions while he was travelling with the team. But remained unaccountable for his acts and grazing at the board as a very powerful director. He is also accused of introducing Mohammad Ashrful to the bookies. Besides, the Anti-Corruption Commission (ACC) summoned the vice-president of the board Mahbub Anam.
All the accused are holding high positions in the BCB thanks to the president of the BCB, who is a lawmaker and the son of the former president of Bangladesh Zillur Rahman.
Ex- Pakistan speedster Shoaib Akhtar in a recent video reaction suggested Papon to step down. "He is loose cannon. He is not the right man for the job, which is leading the Bangladesh cricket," he claimed. "The BCB president has to step down from his post and it is urgent," the 'Rawalpindi Express' added.
Cricket fans however, brought out several processions across the country after the declaration of Shakib's ban came to light on Tuesday. Many of the protesters claimed that Shakib was trapped and the ban came as a part of conspiracy against him. They claimed that he is not a fixer but the way they presented him he is a match-fixer. They also demanded Nazmul Hasan Papon's removal from the BCB. The activists hold banners writing, "Amiability is not a weakness, no Shakib no cricket", "We don't accept the severe punishment for a venial offence," "Hate Papon not crime", "Get off Papon, save cricket," etc. Will Nazmul Hasan Papon step down now admitting his failure?
