Ultimatum protesting Reform Commission's decision to reduce quota for BCS (Admn) Cadre

Protesting the decision of Public Administration Reform Commission to reduce the existing quota of BCS (Admn) Cadre for the promotion to the deputy secretary posts, the retired and working officials of the BCS (Admn) Cadre held a protest meeting in Dhaka on Wednesday (December 25).

The BCS (Admn) Welfare Multipurpose Co-Operative Society and Bangladesh Administrative Service Association jointly organised the meeting at BIAM Foundation auditorium in the morning.
Speaking at the meeting, the retired and working officials of the BCS (Admn) Cadre termed the decision of the Public Administration Reform Commission to reduce quota for promotion of the administration cadre officials to the post of deputy secretary from the existing 75% to 50%.

It has also issued a 48-hour ultimatum to the interim government to remove Public Administration Reform Commission chairman Abdul Muyeed Chowdhury.

At the same time, it has called for reconstitution of the commission with participation of all stakeholders, as they sought to keep 75% deputy secretary posts for themselves -- denying other cadre officials and rejecting the reform body's proposal of 50% posts.

On behalf of the BCS (Admn) Welfare Multipurpose Cooperative Society Limited, its president ABM Abdus Sattar issued the ultimatum from a protest meeting on Wednesday (December 25).

The joint protest meeting was attended by retired and working officials belonging to the BCS (Admn) Cadre.

Bangladesh Administrative Service Association president Dr Md Anwar Ullah chaired the meeting.

ABM Abdus Sattar said: "Today's protest meeting has started working as an antibiotic. I will propose to hold a grand rally on January 4 which will work as a 400 power antibiotic."

They said regarding the promotion to the posts of deputy secretary, the Public Administration Reform Commission is going to recommend 50% posts for the BCS (Admn) Cadre and the rest 50% posts from other cadres, which is now 25%. "It's discriminatory, illogical and conspiratorial," he said.

BCS 9th batch official Zakir Hossain Kalam said the resignation of the Public Administration Reform Commission chairman would not be enough, rather the commission must have to be reconstituted with all stakeholders.

Earlier, taking part in the meeting, Power Division's senior assistant secretary Sohel Rana said promotion of 50% officials of the BCS (Admn) Cadre to the posts of deputy secretary is discriminatory, irrational and conspiratorial. "We'll have to look into whether any attempt is going on to weaken the state," he said.

Moderated by BASA Secretary General Mahbubur Rahman, the protest meeting was addressed by senior official  Zakir Hossain Kamal, 9th batch officials Hafizur Rahman, Nurul Karim Bhuiyan, Foreign Adviser's personal secretary Samiul Masud, 28 batch's Khondker Mushfiqur Rahman, 30 batch official Badruddoza Shuvo, and 29 batch official Saiful Kabir.

Divisional commissioners and deputy commissioners joined the protest meeting via online. Rajbari deputy commissioner Zahidul Islam Mia delivered address joining via online.

Besides, Dhaka's deputy commissioner Tanveer Ahmed also addressed the meeting.
