Is Bangladesh Ready for the Next Major Earthquake?

For more than two decades, scientists, geologists, disaster management experts, and international organizations have repeatedly warned that Bangladesh is vulnerable to a major earthquake. Unlike floods and cyclones, which occur almost every year and for which Bangladesh has developed considerable preparedness, a devastating earthquake could strike without warning. The consequences would be catastrophic, particularly in densely populated cities such as Dhaka, Chattogram, Sylhet, and Mymensingh. Yet the question remains: Is Bangladesh truly prepared for such a disaster?

The honest answer is that while some progress has been made, Bangladesh is still far from adequately prepared. A powerful earthquake today could result in tens of thousands of deaths, millions of injuries and displacement, and enormous economic losses. The greatest concern is not only the earthquake itself but also the country's limited capacity to respond effectively.

Bangladesh is located near the junction of three active tectonic plates: The Indian Plate, the Eurasian Plate, and the Burma Plate. This geological position places the country in one of South Asia's most seismically active regions. Historical records indicate that several devastating earthquakes have struck the region over the past centuries. Experts believe that significant stress has accumulated along nearby fault lines, increasing the possibility of a major earthquake in the future.

The greatest tragedy during a major earthquake would likely occur in urban areas. Dhaka alone has a population exceeding twenty million people. Narrow roads, congested neighbourhoods, illegal constructions, weak utility systems, and inadequate open spaces would severely hamper emergency response operations. Even if rescue teams are available, they may not be able to reach collapsed buildings quickly because of blocked roads and damaged infrastructure.

Bangladesh has made important progress in disaster management over the past thirty years. The country has become internationally recognized for reducing deaths from cyclones through early warning systems, cyclone shelters, community volunteers, and coordinated emergency responses. Unfortunately, earthquake preparedness has not advanced at the same pace.

Unlike cyclones or floods, earthquakes provide virtually no warning before they strike. There is no opportunity for mass evacuation. Therefore, preparedness depends primarily on safe buildings, effective urban planning, trained emergency responders, public awareness, and rapid rescue capacity.

The government has established disaster management institutions, updated the National Building Code, formed Urban Search and Rescue teams, and conducted periodic earthquake drills. The Fire Service and Civil Defence has received modern rescue equipment, while the Armed Forces have also strengthened their disaster response capabilities.

These are positive developments. However, they remain insufficient when compared to the scale of the potential disaster.

One of the most serious weaknesses is poor enforcement of building regulations. Although Bangladesh has earthquake resistant building codes, implementation remains inconsistent. Numerous buildings continue to be constructed without adequate engineering supervision or proper approval. In many cases, unauthorized additional floors are added to existing buildings without assessing whether the original foundations can support the extra weight.

Corruption, weak monitoring, political influence, and inadequate technical inspections have all contributed to unsafe construction practices. Every unsafe building erected today increases the country's future disaster risk.

Another major concern is the shortage of trained search and rescue personnel. Following a massive earthquake, thousands of people could become trapped beneath collapsed buildings within minutes. Survival often depends on rescue during the first seventy two hours. Bangladesh currently possesses only limited specialized Urban Search and Rescue capacity relative to the enormous size of its vulnerable population.

Heavy rescue equipment, rescue dogs, advanced detection technology, portable medical facilities, emergency communication systems, and trained engineers would all be required on a much larger scale.

Public awareness also remains limited. Many citizens do not know how to protect themselves during an earthquake. Schools, universities, shopping centres, offices, factories, apartment buildings, and hospitals rarely conduct regular earthquake evacuation exercises. Families seldom prepare emergency plans or maintain emergency supplies.

Preparedness begins long before disaster strikes. Public education can save thousands of lives by teaching people simple actions such as taking cover under sturdy furniture, avoiding elevators, staying away from glass windows, and safely evacuating after shaking stops.

Hospitals represent another area of concern. Bangladesh's healthcare system already operates under considerable pressure during normal times. A major earthquake could overwhelm hospitals within hours. Emergency beds, trauma specialists, surgical facilities, blood supplies, medicines, and intensive care units would all face extraordinary demand.

The country also lacks sufficient temporary shelters for large urban populations displaced by collapsed buildings. Open spaces in many cities have gradually disappeared because of unplanned development. After a devastating earthquake, millions of people could require emergency shelter, sanitation, clean drinking water, food, and medical care.

Investment in earthquake preparedness remains relatively modest compared with the enormous potential losses. Bangladesh has invested billions of dollars in flood control, cyclone preparedness, bridges, highways, and other infrastructure. Similar long term investment is now urgently needed for earthquake risk reduction.

Such investment should include strengthening vulnerable schools, hospitals, government buildings, bridges, flyovers, utility networks, and older residential buildings. Urban redevelopment should prioritize seismic safety rather than merely increasing building density.

Local governments also require stronger institutional capacity. City corporations, municipalities, district administrations, and community organizations must develop realistic emergency response plans. Coordination among the Fire Service, Armed Forces, police, hospitals, utility providers, local governments, and volunteer organizations should be tested regularly through full scale simulation exercises.

International cooperation will also play an important role. Countries such as Japan, New Zealand, Chile, and Türkiye have invested heavily in earthquake resistant engineering, public awareness, and emergency response systems after experiencing devastating earthquakes. Bangladesh can benefit from their experience through technical partnerships, knowledge exchange, and professional training.

Modern technology should be used more effectively. Geographic Information Systems, satellite mapping, artificial intelligence, digital building databases, drone surveillance, and structural monitoring systems can significantly improve disaster preparedness and emergency response. Universities and research institutions should receive greater support to conduct earthquake risk assessments and develop locally appropriate engineering solutions.

However, the primary responsibility ultimately rests with the Government of Bangladesh. It must enforce building regulations without political interference, allocate sufficient financial resources, strengthen emergency response institutions, modernize urban planning, and ensure accountability among regulatory authorities. Ministries responsible for housing, local government, disaster management, health, education, and public works must work together rather than operating independently.

If negligence, corruption, poor planning, or weak enforcement contributes to large scale loss of life during a future earthquake, responsibility cannot simply be attributed to nature. Preventable deaths resulting from unsafe buildings and inadequate preparedness would represent a failure of governance.

Bangladesh cannot prevent earthquakes, but it can prevent disasters from becoming national tragedies. Every day that passes without stronger preparedness increases the country's vulnerability. Investing today in safer buildings, better planning, stronger institutions, and public awareness will cost far less than rebuilding shattered cities and mourning countless lives tomorrow. The next major earthquake may strike without warning. The only question is whether Bangladesh will be ready when that day comes.
