New questions over Manchester City punishment

Manchester City have been found guilty of serious financial rule breaches over nine seasons, but questions remain over what punishment the club will face.

An independent Premier League commission found City guilty of all charges relating to serious financial breaches between the 2009-10 and 2017-18 seasons. The commission also upheld three of four charges concerning the club’s failure to cooperate with the league’s investigation.

The commission found that City used so-called sham commercial agreements to artificially increase revenue and reduce costs. It also found that the club submitted misstated accounts and concealed its financial position from auditors and football regulators.

City have rejected the findings and said they will appeal, arguing that the decision contains significant errors in law and fact. The club has until 2 October to lodge its appeal.

No sanction has been imposed yet. The punishment will be determined at a separate stage, with possible measures under Premier League rules including fines, points deductions and other sporting sanctions.

The ruling has also raised questions about the impact on Manchester City’s achievements during the period under investigation. The club won three Premier League titles during those seasons, although no decision has been made to strip the club of any trophies.

The case is expected to remain unresolved until the appeal process and sanction proceedings are completed.
