The government’s FY2026"27 Annual Development Programme (ADP) has placed infrastructure expansion, human capital development, technology-driven growth and climate resilience at the centre of public investment planning, with a total allocation of Tk 3 lakh crore.
Of the ADP allocation, Tk 1.90 lakh crore will come from domestic government resources, while Tk 1.10 lakh crore will be financed through foreign loans and grants. The development programme focuses on transport and communication, education, healthcare, power and energy, agriculture, rural development and social protection.
Transport and connectivity remain the largest priorities of the development budget. The Local Government Division received the highest ADP allocation of about Tk 36,620 crore, followed by the Road Transport and Highways Division with Tk 32,903 crore. The allocations are aimed at expanding highways, improving rural roads, strengthening bridges and enhancing logistics networks.
Urban transport development also received significant attention, with continued investment in metro rail projects. The MRT Line-1 project received around Tk 7,350 crore, MRT Line-5 (Northern Route) around Tk 3,400 crore, and MRT Line-6 around Tk 1,899 crore. These investments are expected to support mass transit expansion and reduce pressure on urban transport systems.
Nine mega projects received a combined allocation of around Tk 36,399 crore, accounting for nearly 12.1 percent of the total ADP. The largest share went to the Rooppur Nuclear Power Plant, which received approximately Tk 15,499 crore.
