
Bangladesh’s transportation sector is approaching a turning point. The country can either continue its overwhelming dependence on fossil fuel-powered vehicles-"with all the pollution, fuel imports and economic vulnerability they entail-"or seize the opportunity to build a cleaner, quieter and more energy-secure transport system through electric vehicles (EVs). The choice should be obvious. Yet Bangladesh still lacks a comprehensive and aggressive policy to accelerate EV adoption. At a time when the world is rapidly electrifying transportation, Bangladesh risks being left behind.
The urgency cannot be overstated. Bangladesh is one of the world’s most densely populated countries, with more than 175 million people living in just over 148,000 square kilometres. This extraordinary population density magnifies every environmental challenge. Pollution that might affect one neighbourhood elsewhere affects millions of people in Bangladesh. Every litre of diesel burned, every traffic jam and every vehicle exhaust pipe has a disproportionately larger impact on public health and the environment.
Urban transportation has become one of the country’s most pressing environmental challenges. Dhaka, Chattogram and other major cities witness endless streams of buses, trucks, motorcycles, cars and three-wheelers burning petrol, gas and diesel every day. The resulting emissions significantly contribute to deteriorating air quality. Dhaka frequently ranks among the world’s most polluted cities during the dry season. Although brick kilns, industries and construction activities are also major contributors, emissions from road transport remain an important and growing source of urban air pollution.
Every reduction in vehicle emissions therefore represents not only an environmental achievement but also an investment in public health. EVs offer one of the most effective long-term solutions because they eliminate tailpipe emissions entirely. Replacing conventional internal combustion engine vehicles with EVs would significantly improve urban air quality, particularly in congested city centres where thousands of vehicles spend hours idling in traffic. Cleaner transportation would translate into fewer hospital admissions, lower healthcare expenditure and a healthier workforce.
Noise pollution presents another often-overlooked crisis. Bangladesh’s urban residents endure constant exposure to engine noise, exhaust systems, traffic congestion and indiscriminate horn use. The World Health Organization has repeatedly warned that excessive environmental noise contributes to stress, sleep disorders, hypertension and reduced productivity. EVs operate far more quietly than conventional vehicles.
Perhaps the strongest argument for EVs lies in Bangladesh’s growing energy insecurity. Transportation in Bangladesh remains overwhelmingly dependent on imported petroleum products. Every increase in international crude oil prices widens the country’s import bill, places additional pressure on foreign exchange reserves and fuels domestic inflation. Global conflicts, shipping disruptions and geopolitical uncertainty repeatedly demonstrate how vulnerable fuel-importing nations remain to events beyond their control.
Electric mobility offers an opportunity to gradually break this dependence. Unlike petrol or diesel vehicles, EVs run on electricity that can be generated from multiple sources. Electric motors are far more energy-efficient than internal combustion engines. They convert a much larger proportion of stored energy into motion, meaning that the electricity required to travel a kilometre is considerably lower than the equivalent energy contained in petrol or diesel consumed by conventional vehicles. Moreover, the electricity grid evolves over time. Every additional megawatt of solar, nuclear or wind power added to Bangladesh’s grid automatically makes every electric vehicle cleaner without requiring owners to purchase a new vehicle.
Bangladesh has already committed itself to increasing renewable energy generation. The country possesses considerable solar potential, particularly through rooftop installations on homes, factories, commercial buildings and government offices. Utility-scale solar projects are also expanding. Moreover, the first nuclear power plant is also operational today.
Some argue that Bangladesh cannot support widespread EV adoption because the national grid already faces supply constraints. This concern deserves attention but should not become an excuse for policy paralysis. Countries do not wait until their infrastructure becomes perfect before embracing new technologies. Instead, infrastructure and technology evolve together. The government’s responsibility is therefore not to postpone EV adoption but to prepare for it.

China has invested aggressively in electric mobility, creating the world’s largest EV manufacturing industry while deploying hundreds of thousands of electric buses that have significantly reduced urban emissions.
The global evidence is overwhelming. Norway transformed itself into the world’s leading EV market through consistent tax incentives, charging infrastructure and long-term policy certainty. China has invested aggressively in electric mobility, creating the world’s largest EV manufacturing industry while deploying hundreds of thousands of electric buses that have significantly reduced urban emissions. India has expanded incentives for electric two-wheelers, three-wheelers and buses while encouraging domestic manufacturing. European countries such as Germany, Netherlands and UK are similarly accelerating the transition through supportive regulations and investment.
Bangladesh urgently needs a comprehensive National Electric Vehicle Policy with measurable targets extending to at least 2040. Such a policy should establish clear milestones for electric motorcycles, private cars, buses, delivery vehicles and government fleets while providing certainty for investors and manufacturers.
Fiscal policy must become the first catalyst. Import duties and supplementary taxes on electric vehicles and critical components should be substantially reduced, particularly during the market’s early stages. Registration fees should be lower than those for conventional vehicles. Affordable financing facilities through commercial banks should encourage middle-income consumers and transport operators to shift towards EVs.
Charging infrastructure deserves equal attention. Range anxiety remains one of the biggest obstacles to EV adoption worldwide. Bangladesh should therefore encourage public-private partnerships to establish charging stations at fuel stations, shopping centres, apartment complexes, office buildings, bus terminals, highway rest areas and public parking facilities. New commercial and residential developments should be required to incorporate EV charging provisions into their building designs.
Public transportation should become the government’s highest priority. Electrifying bus fleets in Dhaka, Chattogram and other metropolitan areas would generate immediate environmental benefits. Pilot projects involving electric buses on selected urban routes could demonstrate operational feasibility while reducing fuel costs and emissions simultaneously. Bangladesh should also prioritise electrifying government vehicle fleets.
Industrial policy represents another major opportunity. Bangladesh has already established itself as a global manufacturing hub in several sectors. With appropriate incentives, the country could attract investment in EV assembly, battery packaging, charging equipment and component manufacturing. Such industries would generate employment, encourage technology transfer and reduce dependence on imported finished vehicles.
Battery recycling must also become part of the policy framework from the outset. Establishing clear environmental standards for battery collection, reuse and recycling will prevent future waste management problems while supporting a circular economy. Research institutions and universities should receive funding to conduct applied research on battery technology, charging systems, renewable energy integration and grid management. Technical education institutions should introduce specialised training programmes to develop the skilled workforce required for the emerging EV industry.
Equally important is public awareness. Many consumers continue to believe that EVs are unreliable, expensive or unsuitable for Bangladesh’s conditions. These misconceptions can only be overcome through demonstration projects, transparent information and sustained public education campaigns.
Some policymakers may argue that Bangladesh has more urgent priorities than EVs. In reality, EVs directly address many of those priorities. Cleaner transportation reduces healthcare costs. Lower petroleum imports strengthen foreign exchange reserves. Greater reliance on domestically generated electricity improves energy security. Renewable energy integration reduces greenhouse gas emissions. Local EV manufacturing creates employment and industrial diversification. Few policy initiatives simultaneously deliver environmental, economic, public health and energy-security benefits as comprehensively as electric mobility.
Bangladesh has repeatedly demonstrated its capacity for bold national transformation. Electric mobility deserves the same commitment. The transition will not happen overnight. Yet postponing action will only increase future costs. The debate, therefore, should no longer be whether Bangladesh should embrace EVs. The real question is how quickly the country can create the policies needed to make the transition inevitable.
