The Local Government Division has officially published the "Dhaka City Hawker Management Policy 2026" to ensure pedestrian movement, reduce traffic congestion, and regulate street vending across Dhaka South City Corporation (DSCC) and Dhaka North City Corporation (DNCC) areas.
The development was discussed during an exchange meeting chaired by DSCC Administrator Freedom Fighter Md. Abdus Salam at the Nagar Bhaban Auditorium on Monday (August 17).
Addressing the meeting, the DSCC Administrator stated that while the city corporation does not intend to disrupt livelihoods, it cannot rehabilitate floating populations from across the country into Dhaka's streets. He emphasized that strict adherence to the new policy, proper registration, and designated operating hours are essential for a sustainable solution.
"Hawkers will not be allowed on main roads under any circumstances. However, on roads with wide footpaths, a fixed number of registered hawkers will be allowed to operate while leaving sufficient space for pedestrians. Holiday markets and night markets will be arranged for others," the DSCC Administrator added.
The policy was framed under Section 120(2) of the Local Government (City Corporation) Act, 2009.
Fee Structure for Hawkers:
• One-time Registration Fee: Tk 5,000
• Annual Renewal Fee: Tk 2,500
• Monthly Space Usage & Waste Management Fee: Tk 3,000
Key Guidelines of the Hawker Policy:
• Eligibility & Digital ID: Applicants must be Bangladeshi citizens aged 18 or above. Registered hawkers will be issued digital ID cards with barcodes or QR codes specifying their assigned location and business hours.
• Holiday Markets: Allowed to operate on Fridays, Saturdays, and public holidays from 7:00 AM to 5:00 PM in designated zones.
• Night Markets: Permitted in commercial areas after office hours from 6:00 PM to 10:00 PM. No markets will be allowed on playgrounds, places of worship, or graveyards.
• Quota for Women and Disabled Persons: A 30 per cent quota will be reserved for women and hawkers with disabilities during space allocation.
• Pedestrian Accessibility: A minimum clear space of 1.5 meters (approximately 5 feet) must be left open on footpaths for pedestrians, and no permanent structures may be built.
• Waste Management & Compliance: Hawkers must keep their assigned spaces clean and dispose of garbage in designated bins. Operating without a license or violating assigned boundaries will result in eviction and cancellation of registration.
Senior officials from DSCC, the Dhaka Metropolitan Police (DMP), and representatives from various hawker organizations attended the meeting.
