BM Farman Ali, officer-in-charge of the Bannai Police Station, on Tuesday submitted a report to the police-formed probe committee saying that he delayed to file the case as high officials had ordered him not to do so.
However, the police high-ups the same day denied the claim of the OC saying that they had rather forced the OC to lodge the case after the news of rapes came into their knowledge.
A number of police high officials of the Gulshan police zone talked to this correspondent in exchange for anonymity.
They said Farman is so powerful that nobody in the police ever dares to go against him.
They also said BM Forman Ali not only refused to file the case he also proposed the rape victims to negotiate with the accused and delay 48 hours to file the case.
OC BM Forman Ali in his report submitted to the probe committee also denied that Ahmed Shafat's father Dildar Ahmed Salim had paid him Tk25 lakh not to press charges against his son.
Meanwhile, a police official of the investigation team said the gun used by Shafat's bodyguard belongs to Dildar Ahmed Salim. Ahmed Shafat, son of Dildar Ahmed Salim, had no authority to use the gun.
The bodyguard and driver of Ahmed Shafat, the prime accused in the Banani double rape case, were remanded on Tuesday in connection with the case filed over the rapes.
Dhaka Metropolitan Magistrate Loshkar Sohel Rana granted a four-day remand for Shafat's bodyguard Rahman and a three-day remand for driver Billal for questioning.
Four people, including Ahmed Shafat - son of the owner of Apan Jewellers - have so far been arrested. Shafat and his friend are now on remand.

Shafat and Nayem took turns raping both victims in separate rooms, all of which Billal videoed on his phone from his vantage point.
At one point, Shahriar, the doctor, was dragged in and ordered to issue birth control pill to the victims. As Shahriar refused he was thrashed thoroughly for not complying.
Shafat and Nayem put yaba pills in Shahriar's pockets and threatened to frame him for yaba dealing. All the while they were beating him.
The RAB commander also said Billal's phone was seized and sent to the forensic department to see what they can recover from the phone as evidence.
In a dramatic development the Raintree Hotel authorities by now has changed their minds and demanded exemplary punishment to the rapists.
The hotel authorities demanded punishment from a press conference on Tuesday in the capital.
The Raintree Hotel authoritie' press conference came on the heel of the declaration of the Rajdhani Unnayan Kartripakkha(RAJUK) that the hotel is operating illegally.
Four representatives of the hotel, including its Managing Director Shah Adnan Harun, son of Jhalakhathi lawmaker BH Harun, were present at the press briefing.

The Rajdhani Unnayan Kartripakkha (RAJUK) said the Raintree Hotel which is at the centre of an investigation into alleged rapes of two university students, is operating illegally.
RAJUK says it has cut off gas, power and water supplies to the hotel run by Awami League MP Bazlul Haque Haroon's son Mahir Haroon, for having no permission to operate as a commercial entity in a residential area.
The RAJUK alleges that the 'four-star' hotel authorities resumed operations by violating the law.
