Widespread irregularities alleged in Canoongo promotions

Allegations of widespread irregularities have emerged regarding the promotion and posting of Canoongoes. Despite promotions being granted after a long delay, pending departmental cases and even cases filed by the Anti-Corruption Commission (ACC) were allegedly ignored. Political considerations were also reportedly overlooked, according to the relevant sources.

It has been alleged that promotions and postings were influenced by substantial financial transactions, with candidates being appointed to positions of their preference in exchange for large sums of money. Ignoring long-standing norms and traditions, a group of officials within the relevant ministry is accused of carrying out these activities with apparent ease. 

The actions taken have reportedly undermined the authority of the ministry's secretary, giving the impression that the senior secretary has been rendered ineffective. 

Observers say this not only questions the secretary's competence but also tarnishes the image of the government.
After nearly five years, the government has recently promoted 321 surveyors, union assistant land officers and draftsmen to the rank of Canoongo in a single batch, in an effort to strengthen land administration services across the country.

Despite the promotions of 321 land officials to the rank of Canoongo, Land Ministry sources said more than 450 Canoongo posts still remain vacant in the offices of Deputy Commissioners (DCs) and Assistant Commissioners (Land) across the country, underscoring a continuing personnel crisis in the land administration system due to the suspension of direct recruitment since 1991.

According to relevant sources, a case is currently pending with the ACC  against Md. Iqbal Hossain. In addition, he is also facing a departmental case. Despite this, he was promoted to the rank of Canoongo. 

Allegations state that while working on a solid waste management project under Narayanganj City Corporation, he irregularly diverted funds meant for one person to another. Based on the allegation he was transferred from Narayanganj to Kishoreganj, and an investigation found him guilty. The Divisional Commissioner even directed that disciplinary action be taken against him. However, he was later promoted to the position of Canoongo and reposted to the LA branch (land acquisition) in Narayanganj.
