UGC moves to draft higher education framework

Bangladesh is taking a significant step toward the internationalization of its higher education sector as the University Grants Commission (UGC) moves to develop a National Framework aimed at expanding global academic partnerships and facilitating the operation of foreign universities in the country.

Education policymakers believe the initiative could transform Bangladesh’s higher education landscape by strengthening international collaboration, enhancing academic standards, and creating new opportunities for students and researchers.

The policy initiative advanced during a high-level meeting held at the UGC headquarters on Wednesday. Representatives from the U.S. Embassy, the British High Commission, the British Council, and senior UGC officials participated in the discussions, which were chaired by UGC Chairman Professor Dr. Mamun Ahmed.

According to UGC officials, the proposed framework is designed to align Bangladesh’s higher education system with global standards and promote stronger institutional partnerships with universities in the United States, the United Kingdom, and other countries.

The framework is expected to facilitate joint degree and dual-degree programs, student and faculty exchange initiatives, and collaborative research projects. It will also create a structured pathway for reputable foreign universities to engage in academic activities in Bangladesh.

One of the key features under consideration is the introduction of a “2+2” academic model. Under this arrangement, students would complete the first two years of their studies at a Bangladeshi university and the remaining two years at a partner institution abroad. Upon successful completion, graduates would receive recognized degrees from both institutions.

Higher education experts say such initiatives could improve the quality of teaching and research while making internationally recognized degrees more accessible and affordable for Bangladeshi students.

The framework is also expected to help attract foreign educational institutions and international students, potentially boosting investment in the education sector and strengthening Bangladesh’s position in the global academic community.

UGC Chairman Professor Dr. Mamun Ahmed said the primary objective of the initiative is to deepen international engagement in higher education and create opportunities for Bangladeshi universities to become active participants in global knowledge networks.
