Decision to remove AL government's image and logo from old ministry documents

It has been decided to replace the document covers with the pictures and logos of the ousted Awami League government in the old documents of the Ministry of Housing and Public Works with new document covers. At the same time, several instructions have been given to ensure official confidentiality, use digital document numbers, install CCTV cameras in new branches, quickly resolve audit objections, settle departmental cases and strengthen the overall security of the ministry.

These decisions were taken at the internal coordination meeting of the Ministry of Housing and Public Works in June. This information was revealed from the meeting minutes.

The meeting was held on the morning of June 25 at the conference room of the ministry under the chairmanship of Secretary Md. Nazrul Islam.

The meeting was informed that activities are ongoing as per previous decisions to ensure the confidentiality of official work and the security of information stored on computers.

In this regard, it was decided in the meeting that the official confidentiality of the concerned officers and employees should be ensured in necessary cases. According to the Secretariat Instructions-2024, the administrative officer will be the supervisor of the documents and will conduct all activities including the exchange of documents and letters, and the movement register should be used compulsorily in the exchange of documents.

It has been decided to change the document covers containing pictures and logos from the Awami League government era in the old documents of the Ministry of Housing and Public Works to use new covers. At the same time, the use of digital document numbers has been made mandatory in all branches as per Secretariat Instructions-2024.

In case of sending original documents to the court, the administrative officer will keep a photocopy of the document and will take steps to return the original documents from the court in a timely manner. In addition, monitoring of CCTV cameras should be strengthened and monthly footage should be saved on CD.

The use of digital document numbers has been made mandatory in all branches and sub-branches of the ministry as per Secretariat Instructions-2024. At the same time, all departments and organizations under the control of the ministry should also be instructed to use digital document numbers.

The meeting decided that the document covers with images or logos from the previous government's era on old documents should be replaced with new document covers.

In addition, administrative officers will have to fulfill their own responsibilities for the branches' deposits, and the administration department will review the issue of unlocking the rooms of all branches.

It was informed at the meeting that a letter has already been sent to the Executive Engineer, Public Works E/M Division-4, to install CCTV cameras at appropriate locations in all branches for the sake of document security.

In this regard, it was decided that CCTV cameras should be installed at appropriate locations in the relevant branches in coordination with the Executive Engineer, Public Works E/M Division-4.

At the meeting, Additional Secretary (Audit) informed that necessary steps are being taken to resolve the audit objections of the ministry in a timely manner.

According to the decision of the meeting, initiatives should be taken to resolve audit objections quickly and the rate of resolution of audit objections should be increased by increasing communication with the Department of Public Works Audit. Necessary measures should be taken after identifying audit-related financial corruption. Priority should be given to identifying the responsible persons after reviewing audit objections and legal action should be taken in case of serious audit objections.

The Internal Audit Directorate will have to perform its duties more actively and proactively. It has also been decided to organize a meeting of the construction audit under the leadership of the Additional Secretary (Audit).

In addition, audit teams will be sent from the ministry to all departments and organizations, and the additional secretary will undertake a cross-program every 20 days to resolve the audit.

It has been ordered to present information in the next meeting on what objections were raised in the audits conducted by the Internal Audit Directorate at the National Housing Authority, Chittagong Development Authority and the Capital Development Authority and what action has been taken accordingly.

Regarding disciplinary and complaint investigation, Administration Branch-1 said that activities are underway as per the instructions. However, the meeting expressed the opinion that the investigation report and recommendations need to be more specific and standard.

In this regard, it was decided that the investigating officers of the pending departmental cases will submit investigation reports with quality and specific recommendations.

It has been ordered to tighten the audit system, resolve audit objections quickly, identify financial corruption, identify responsible individuals and take legal action, and make internal audit activities more active. It has also been decided to send regular audit teams from the ministry.

The meeting also discussed departmental cases of the ministry and its subordinate departments and agencies. It was decided that all branches and branches should provide clear reports on cases and the concerned investigation officers should be urged to submit reports on investigations that have been pending for more than two months.

The meeting decided that the departmental cases of the ministry and departments and agencies should be settled immediately. A summary of the ongoing departmental cases should be presented at the next meeting.

In addition, instructions have been given to send accurate statistics on departmental cases that are more than a year old and ongoing for more than six months to the concerned branch before the next internal coordination meeting. 

The overall security of the ministry was also discussed in the meeting. According to the decision of the meeting, the overall security of all branches, departments and sub-divisions of the ministry must be strengthened. All electrical switches must be turned off after official work and everyone must take maximum precautions to prevent fires.

At the same time, instructions have been given to behave economically and responsibly in the use of electricity and fuel. At the meeting, Secretary of the Ministry of Housing and Public Works Md. Nazrul Islam said that all officials will have to perform their duties with honesty, punctuality, sincerity and efficiency in implementing these decisions.
