US announces new visa restrictions targeting birth tourism

The United States has announced a new visa restriction policy targeting individuals and businesses involved in “birth tourism” — travel to the US primarily to give birth so the child can obtain US citizenship.

The policy targets people who knowingly engage in, have previously engaged in, or facilitate birth tourism. It also covers owners, operators and managers of commercial birth-tourism networks, according to the US Department of State.

US Secretary of State Marco Rubio said such networks exploit the country’s immigration system for profit. According to Rubio, one such network charges about $10,000 to arrange childbirth in the US for the purpose of obtaining citizenship for the child.

Under existing US visa rules, birth tourism is not a permissible purpose for obtaining a visitor visa.

The latest policy specifically expands visa restrictions to people facilitating or profiting from such activities.
