Armenia plans to formally apply for European Union (EU) membership by 2028, signalling a further shift away from its longtime ally Russia, Prime Minister Nikol Pashinyan said on Thursday (November 5).

Speaking at a press conference, Pashinyan said the government had initiated a process to allow people to choose the country's future direction, adding that a formal application could be submitted in 2027 or 2028.

Relations between Yerevan and Moscow have deteriorated over Russia's failure to support Armenia during its conflicts with Azerbaijan. Armenia has since pursued closer ties with Western countries, particularly after Azerbaijan regained control of Nagorno-Karabakh in 2023, forcing more than 100,000 ethnic Armenians to flee.

However, Pashinyan said Armenia had no immediate plans to leave the Russian-led Eurasian Economic Union (EAEU), despite Moscow's position that simultaneous membership in the EU and EAEU is not possible.

Armenia has already suspended its participation in the Russian-led Collective Security Treaty Organization (CSTO). In April 2025, it adopted a law to initiate the EU membership process, although this did not constitute a formal application.
