The Finance Division of the Ministry of Finance has issued a new notification clarifying how certain allowances for government employees will be calculated under the new ninth national pay scale.
The notification, issued on Monday (October 19) states that allowances paid as a percentage of basic salary but excluded from the Government Service (Pay and Allowances) Order, 2026, will continue to be calculated based on the basic pay drawn on June 30, 2026, until further orders.
The notification was signed by Finance Division Joint Secretary Dr Md Ferdous Alam on behalf of the President.
According to the directive, employees of government ministries, divisions, departments, agencies, state-owned enterprises and autonomous institutions who receive existing percentage-based allowances outside the scope of the 2026 pay order will continue to receive those benefits based on their basic salary as of June 30, 2026.
The clarification means that these allowances will not automatically be recalculated using the revised basic pay under the new pay scale. The existing calculation method will remain in place until the government issues further instructions.
The government issued the notification for the new national pay structure on September 19, after an interval of 11 years. Under the proposed structure, the minimum basic salary has been set at Tk 20,000, while the maximum has been fixed at Tk 156,000.
The new basic pay structure is scheduled to be implemented in three phases across the 2026–27 and 2027–28 fiscal years. Salary adjustments will be based on the basic pay in effect on June 30, 2026.
However, allowances excluded from the 2026 pay order will remain tied to the previous basic pay calculation, pending further government directives.
