Prepare agriculture for future challenges

Agriculture is inseparably linked with the civilisation, culture, and economy of Bangladesh. Even today, a large share of the population depends directly or indirectly on it for their livelihood. However, the sector now faces a series of complex new challenges. Climate change, irregular rainfall, sudden flash floods, prolonged droughts, salinity intrusion, and market volatility are making farming increasingly vulnerable. Added to these challenges is the long-standing problem of fragmented data and the inability to deliver timely, hyper-local information to farmers when they need it most.

In developed countries, agriculture is no longer simply a combination of land, seeds, and labour. It has become a science of data, analysis, and prediction. Through weather models, sensors, and artificial intelligence (AI), farmers have entered a new era of data-driven decision-making. If Bangladeshi farmers can receive the right information at the right time, it will significantly increase productivity, reduce risks, minimise waste, and improve income levels. In this context, an integrated digital agricultural platform is a critical concept for our future.

Quantum computing is currently one of the world’s most discussed technological innovations. While traditional computers use bits (0 or 1), quantum computers use qubits, which can exist in multiple states simultaneously. This gives users the theoretical power to solve massive multidimensional modelling problems. 

However, the reality is that full-scale quantum computing hardware currently costs billions of dollars, faces significant qubit limitations, and remains operationally unstable. For a developing country like Bangladesh, the most practical and immediate approach is therefore a risk-managed, hybrid quantum-safe model.

By integrating AI-enhanced forecasting systems trained via quantum-inspired methods, the expected outcomes of this pre-pilot are highly tangible. The initiative targets a 25-35 per cent increase in agricultural productivity and aims to boost farmer incomes by 30-40 per cent. It will also drastically improve our preparedness for floods and climate risks.

Instead of relying on fragile and expensive hardware, Bangladesh can utilise sensor-network-based quantum-inspired simulations run on cost-effective, traditional GPU infrastructure. These advanced mathematical models�"incorporating algorithms like Quantum Approximate Optimisation Algorithms (QAOA) and Quantum Support Vector Machines (QSVM)�"are used exclusively offline to train powerful AI models. Meanwhile, all the advisory systems our farmers interact with remain fully classical, ensuring zero dependence on unproven quantum hardware during daily operations. 

To prove this concept on the ground, the Bangladesh National Smart Quantum Safe Agriculture & Climate Intelligence Pre-Pilot Programme has been proposed. Fully aligned with Smart Bangladesh Vision 2041 and the National Adaptation Plan (NAP), this 365-day initiative will be rolled out across 10 strategically selected districts. 
Implemented through the Department of Agricultural Extension (DAE), the pre-pilot aims to directly benefit 20,000 to 25,000 farmers by limiting the programme to those already registered in the farmer card database. Because the ultimate test of any technology is its usability, accessibility is the core strength of this initiative. As most Bangladeshi farmers still rely on standard mobile phones, the programme will deliver hyper-local climate and crop advisory services through automated Bengali SMS, Interactive Voice Response (IVR), and Outbound Dialing (OBD) platforms, alongside a dedicated Bangla mobile application.

Furthermore, successfully establishing this framework in 10 districts will serve as a powerful national proof-of-concept. Demonstrating real-world success could unlock approximately $250 to $300 million in future international financing�"opening the door for partnerships with organisations like the World Bank to scale the system nationwide across all 64 districts. 

Agricultural revolutions have historically been driven by innovation. Improved seeds once transformed farming, followed by mechanised irrigation systems. The next agricultural revolution will be driven primarily by data. Farmers equipped with accurate, timely information will have a decisive competitive advantage.

Bangladesh stands at a historic crossroads. On one side lies the growing threat of climate change; on the other lies the extraordinary promise of technological innovation. By thoughtfully combining classical AI with quantum-inspired analytics, we can build a farming sector that is highly efficient, climate-resilient, and profitable.

Perhaps within the next few years, Bangladesh will witness a generation of farmers who make critical decisions not just by observing the sky and soil, but by analysing intelligent data. And that will mark the true beginning of a new era in Bangladeshi agriculture.
