Edu Minister slams university students over rumour-led protests

Education Minister Dr. ANM Ehsanul Haque Milan has strongly criticised a protest of the university students which was based on unverified reports regarding MPO-registered teacher appointments.
Speaking as the chief guest at a seminar at the Bangladesh Agricultural Research Council (BARC) auditorium on Tuesday, the Minister clarified that no final decision had been made. The seminar was titled "Education in Building a Prosperous Economy: Skills, Linguistic Capability and Global Mobility."
A rumour recently spread alleging that school management committees would handle MPO teacher recruitments once again.
"Hearing that a kite has stolen their ear, they ran after the bird without checking if their ear was still there," Dr. Milan remarked.
He explained that a clipped section of a meeting’s discussion notes was leaked. The text explicitly stated that the proposal required the Minister's review and scrutiny before any official gazette notification could be issued.
However, news outlets published the incomplete excerpt, sparking student demonstrations across campuses.
Referring to the protests, Dr. Milan said, "I do not understand. Last night, I heard about rallies at Jahangirnagar University, Dhaka University, and Jagannath University. An unidentified person leaked a specific portion of a meeting's resolution notes. But the notes clearly state that the Minister will review it before any notification is issued."
Explaining the policymaking process, he added, "Decisions require table discussions. Resolution notes come to me afterwards. Is a resolution note a final decision by the Minister, the State, the Prime Minister, or the party? They did not stop to think."
Recalling the formation of the Non-Government Teachers Registration and Certification Authority (NTRCA), the Education Minister noted, "In 2004, I requested then Prime Minister Khaleda Zia to establish the NTRCA to dignity teachers. The subsequent Awami League government began issuing appointments through it, but left many issues unresolved."
He pointed out that candidates from the 12th NTRCA index could not be appointed due to age limits, while nearly 100,000 candidates from the 18th index received certificates without getting jobs. Currently, around 77,000 teaching posts remain vacant nationwide.
Highlighting administrative flaws in previous recruitments, the Minister mentioned how teachers from Noakhali were posted to Kushtia, or those from Rangpur were assigned to Khagrachhari, making transfers a major challenge.
He announced plans to recruit 9,000 teachers soon after verifying background records and holding examinations.
Dr. Milan assured that candidate merit would be honoured, stating, "Once a candidate earns a teaching certificate, they must receive an appointment. There will be no scope for corruption in this process."
