BSTI mandates digital traceability for edible oil refineries

Bangladesh Standards and Testing Institution (BSTI), in collaboration with the Global Alliance for Improved Nutrition (GAIN), has made digital data entry into the Digital Fortification Quality Traceability Plus (DFQT+) system mandatory for all edible oil refineries in Bangladesh. 

The decision was announced at the “DFQT+ System User Engagement Workshop” held Wednesday at Aloki in Tejgaon, Dhaka. The mandatory digital reporting has been incorporated into the updated BSTI licensing conditions for edible oil refineries.

The initiative is being implemented under the project titled “Digitization of Fortification of Edible Oil for Improved Monitoring, Quality Control and Capacity Building,” aimed at strengthening vitamin A fortification, quality control and supply-chain traceability of edible oil distributed across the country.

BSTI Director General Kazi Emdadul Hoque attended the workshop as chief guest. Sultan Alam, Joint Secretary (Planning) at the Ministry of Industries and project director, and Md Zakir Hossain, Joint Secretary (Administration) and deputy project director, attended as special guests. BSTI Director (CM, additional charge) Md Alauddin Hossain chaired the event.

Under clauses 1 and 7 of the updated BSTI licensing conditions, refineries are required to submit real-time data on fortification and quality monitoring through the DFQT+ platform.
Representatives from 16 edible oil refineries participated in the workshop and discussed operational procedures, implementation guidelines and system workflows with officials from BSTI, the Ministry of Industries and GAIN.

Industry representatives expressed their commitment to maintaining quality standards, ensuring the supply of safe, vitamin A-fortified edible oil and regularly submitting required information through the digital platform.

Experts said the DFQT+ system will make edible oil fortification more transparent, data-driven and verifiable, strengthening monitoring and quality assurance.

A technical session provided refinery officials with practical guidance on system operation and reporting procedures. During the open discussion, several representatives said their companies were already submitting data through DFQT+ and found the process simple and efficient.

The initiative builds on Bangladesh’s policy of large-scale edible oil fortification introduced under legislation enacted in 2013 to help address micronutrient deficiencies.
