BIISS seminar highlights need for cautious, accountable AI adoption

The Bangladesh Institute of International and Strategic Studies (BIISS) organised a seminar on “AI and Governance: Global Technology Architecture, National Digital Public Infrastructure and Policy Directives” at the BIISS Auditorium in Dhaka on Thursday, focusing on the opportunities, challenges and policy requirements surrounding artificial intelligence (AI) adoption in Bangladesh.

Adviser to the Prime Minister for the Ministry of Public Administration Md Ismail Zabihullah attended the seminar as the chief guest. Major General A S M Ridwanur Rahman, Director General of BIISS, delivered the welcome address, while Major General Md Emdad Ul Bari, Chairman of the Bangladesh Telecommunication Regulatory Commission, chaired the event.

Dr Syed Muntasir Mamun, Director General of the International Trade, Investment & Technology and ICT Wing at the Ministry of Foreign Affairs, delivered the keynote presentation. Ashfaq Zaman, Chief Strategist of the Dhaka Forum Initiative, also presented at the seminar.

An interactive discussion followed the presentations, addressing the opportunities and challenges of AI adoption, the role of local demand in shaping AI norms, and the evolving security landscape, including the growing use of AI in cyber operations and modern warfare.

Major General A S M Ridwanur Rahman stressed that technological innovation should remain people-centred and accountable. He also highlighted Bangladesh’s participation in global discussions on AI and the importance of ensuring that technological advancement serves public interests.

Major General Md Emdad Ul Bari emphasised the need for a national interoperability framework, clear data-consent mechanisms and transparent standards for AI procurement. He also underscored the importance of Bangladesh’s engagement in international processes concerning AI and digital public infrastructure.

Chief Guest Md Ismail Zabihullah called for caution in adopting AI, particularly over issues related to data privacy and consent. He stressed the need to finalise Bangladesh’s AI policy and noted that AI could support government functions, including project formulation, planning and financial management.

Senior officials from relevant ministries and government agencies, representatives of regulatory bodies and development partners, as well as professionals from the technology and financial sectors, academics, researchers, policy practitioners and students attended the seminar.
