The Bangladesh Petroleum Corporation (BPC) has formed a three-member committee to investigate allegations of harassment over bitumen supplies against Jamuna Oil PLC General Manager Md Masudul Islam.
BPC formed the committee through an office order signed by its Secretary Shahina Sultana on Friday. The formation of the committee was made public on Sunday.
BPC Director (Planning) Muhammad Asadul Haque has been made convener, while Jamuna Oil General Manager (Marketing) Mohammad Hasan Imam has been named a member and BPC Manager (Commerce and Operations) Md Ishtiaq Hossain the member-secretary.
The committee has been asked to conduct a detailed investigation into the allegations and submit its report to the BPC chairman within 15 working days.
The allegations against Masudul stem from a road development project in Thakurgaon. The contractor concerned submitted a pay order to Jamuna Oil on December 7 last year to purchase bitumen but alleged that it did not receive the supply even after several months.
The contractor, Md Abdus Samad, said bitumen was normally supplied within one to one-and-a-half months of submitting a pay order, but they had not received it even after six months despite contacting different offices.
He said a representative of the contractor travelled from Thakurgaon to Jamuna Oil’s head office in Chattogram on May 5 after being told that the bitumen could be supplied that day. However, after waiting the entire day, the representative was told that their serial number was 95 and the bitumen could not be supplied at that time.
Samad said they had contacted various authorities over the issue, but the matter was not resolved until the issue was brought to the attention of then Local Government, Rural Development and Co-operatives Minister Mirza Fakhrul Islam Alamgir. The bitumen was supplied later after further communication.
He also alleged that they were given different serial numbers at different times and that their pay order was not returned despite repeated requests.
