Govt introduces new import policy for 2026-29

The government has introduced a new import policy allowing industrial and commercial importers to bring in goods through sales or purchase contracts without a value limit, in addition to letters of credit (LCs).

The Commerce Ministry issued the Import Policy Order 2026-2029 through a gazette on Monday, expanding facilities for export-oriented industries, expatriate Bangladeshis investing in industries and the establishment of free trade zones and central bonded warehouses.

The new policy also allows the import of motorcycles with engine capacities of up to 375cc and simplifies procedures for approved industrial enterprises owned by expatriate Bangladeshis to import capital machinery, spare parts and raw materials.

The previous Import Policy Order 2021-2024 expired on 30 June 2024. It remained in effect until the new order was issued.

Under the previous policy, imports without LCs through sales or purchase contracts were allowed subject to value limits and conditions for certain products and sectors. The new policy removes the value ceiling and allows commercial importers to import goods through sales or purchase contracts.

According to the gazette, the new policy aims to align Bangladesh’s import system with modern international trade practices while facilitating business, expanding exports, attracting investment and ensuring easier access to industrial raw materials.

It also introduces provisions for establishing free trade zones and central bonded warehouses. The government expects these measures to help develop Bangladesh as a regional hub for trade, logistics and re-exports, while improving the storage and supply of raw materials for export-oriented industries.

Compared with the previous policy, the new order marks a significant structural change in import and logistics arrangements. It expands existing facilities for importing raw materials for export-oriented industries and gives clearer recognition to central bonded warehouses as part of the country’s trade and logistics infrastructure.
