Invest Bangladesh invites opinions on draft policy for state-owned assets

Invest Bangladesh has invited opinions from relevant stakeholders on a draft policy aimed at bringing distressed, non-operational and closed state-owned industrial and commercial enterprises, along with their unused land and facilities, back into productive economic use.

The initiative is intended to boost industrial production, attract domestic and foreign investment and create employment opportunities through transparent and competitive processes for the transfer of state-owned assets, shares and ownership interests, or strategic divestiture, said a press release.

Invest Bangladesh prepared the draft "Policy on the Transfer of State-Owned Industrial or Commercial Enterprises or Their Unused Land or Facilities, Transfer of Shares and Ownership Interests, or Strategic Divestiture" under the authority conferred by Section 48 of the Invest Bangladesh Act, 2026 (Act No. 104 of 2026).

The proposed policy provides an integrated framework for due diligence and valuation of enterprises and assets, determining appropriate transaction structures, attracting investors and selecting them through transparent and competitive processes.

It also seeks to safeguard public interest and ensure fair economic value for state assets, while providing mechanisms for post-transaction implementation and monitoring.

As part of the policy formulation process, Invest Bangladesh held a consultation with public and private sector stakeholders on July 12, 2026. The Ministry of Industries subsequently invited comments from relevant stakeholders on August 18.�"BSS
