9th pay scale gazette issued, hikes salaries up to 142pc

The government has officially issued the long-awaited gazette notification for the ninth national pay scale for government employees, with basic salaries set to rise by between 100 per cent and 142 per cent, depending on grade.

The Finance Division of the Ministry of Finance published the notification titled 'Government Service (Pay and Allowances) Order, 2026', making the new pay structure effective from July 1, 2026.

The revised pay scale will be implemented in three phases, with government employees also entitled to arrears from the effective date.

Under the first phase, covering July 1 to December 31 this year, officials in Grade 9 and above will receive 40 per cent of their increased basic pay, while employees in Grades 10 to 20 will receive 50 per cent. 

The amount will be added to their salaries drawn as of June 30.

In the second phase, from January 1 to June 30, 2027, employees in Grade 9 and above will receive 70% of the increased basic pay, while those in Grades 10 to 20 will receive 75 per cent.

The full revised basic salary will take effect from July 1, 2027. However, employees will have to wait until January 1, 2028 to receive the increased allowances.

Existing pensioners will also receive 100 per cent of the benefits under the new pay structure.

The new system retains the existing 20-grade structure, with relatively larger increases for lower-paid employees.

Basic salaries for officials in Grades 1 to 10 have been doubled, representing a 100 per cent increase. The basic salary for Grade 1 officials, the highest grade, will rise from Tk78,000 to Tk156,000.

For employees in Grades 11 to 20, basic salaries will increase by up to 142 per cent. The basic salary for Grade 20 employees, the lowest grade, will rise from Tk 8,250 to Tk20,000.

The government is expected to incur an additional annual expenditure of around Tk105,000 crore to implement the new pay structure for approximately 2.4 million government employees and pensioners.

The gazette was formally issued after the Finance Division obtained legal vetting from the Ministry of Law, Justice and Parliamentary Affairs.
