New pay scale: MPO teachers left out of salary hike

The government’s new pay scale has been gazetted, but it contains no specific instruction on salary and allowances for MPO-listed teachers and employees, leaving uncertainty over how their pay will be adjusted.

Under the ‘Government Services (Pay and Allowances) Order, 2026’, government employees will receive part of their increased salaries from July this year, with the full increase to be implemented in phases from July 2027. Pensioners will also receive increased net pensions in phases.

The Finance Division of the Ministry of Finance issued the relevant notification on Thursday, September 17, which was later published in the gazette.

The Cabinet approved the proposal for the ninth pay scale on August 31. The government subsequently issued the notification on implementing the new pay structure for government employees and pensioners.

However, the notification contains no instruction on the salaries and allowances of MPO-listed teachers and employees. As a result, questions have arisen over how their pay will be adjusted in line with the government pay scale.

According to data from the Bangladesh Bureau of Educational Information and Statistics (BANBEIS), around 398,000 teachers and employees work under the Directorate of Secondary and Higher Education. Nearly 200,000 work under the Directorate of Madrasa Education, while more than 23,000 are under the Directorate of Technical Education.

MPO-listed teachers and employees have so far received Tk 1,000 a month as house rent allowance and Tk 500 as medical allowance, in addition to their basic salary from the government.

Following recent protests, the government decided to raise their house rent allowance to 15 per cent of basic salary.

The increased house rent allowance is being implemented in two phases. The first 7.5 per cent, subject to a minimum of Tk 2,000, took effect on November 1, 2025. The remaining 7.5 per cent took effect on July 1 this year.

However, as the new pay-scale notification does not specify how the salaries and other allowances of MPO-listed teachers and employees will be adjusted under the new structure, it remains unclear whether and how they will receive the benefits of the new pay scale.
