The government has transferred and posted 1,431 executive engineers through a lottery system to ensure transparency, prevent irregularities and eliminate the alleged trading of official postings, said Housing and Public Works Minister Zakaria Taher on Tuesday.

The initiative aims to prevent harassment, establish good governance and ensure equal opportunities for all, the minister said on Tuesday at the Secretariat while discussing the lottery-based transfer and posting process for executive engineers.

Taher said humanitarian considerations were also being taken into account during the transfers and postings.

He added that the ministry wanted to establish itself as a transparent and accountable institution.
Secretariat relocation plan to go before cabinet

The minister also said a proposal to relocate the Secretariat to Agargaon would be placed before the next cabinet meeting.

If the cabinet approves the proposal, the government will try to complete the relocation during its current tenure, he said.

According to Zakaria Taher, the plan is to move the entire Secretariat to the former trade fair ground. He said the prime minister wanted the relocation completed within the current government's term so that government offices could begin operating from the new site.

Explaining the rationale behind the proposed move, Taher said the existing Secretariat premises lacked sufficient space to accommodate all ministries and provide adequate facilities.

Several ministries currently operate outside the Secretariat complex, while parking facilities remain inadequate and available space is insufficient to meet the needs of all ministries.

He also raised concerns about the condition of the existing buildings, saying they were not in particularly good shape.

“Even if we remain at the current location, every building would have to be reconstructed,” the minister said, explaining that the government was considering these factors in planning the relocation.

The proposed move to Agargaon remains subject to a cabinet decision.
