One year after the signing of the July Charter, uncertainty continues to cloud its implementation, with the government and opposition locked in a dispute over constitutional amendments and the reform process.

The government has repeatedly pledged to implement the charter, including notes of dissent, in the form in which it was signed. The opposition, however, rejects the government's position, accusing the ruling Bangladesh Nationalist Party (BNP) of disregarding the outcome of the referendum.

At the heart of the impasse is a disagreement over constitutional amendments and the mechanism for carrying out reforms. Political analysts say dialogue between the government and opposition is essential to resolve the differences, while experts have called for a legal framework to be established for the proposed Constitutional Reform Council.

The political debate stems from the mass uprising of August 5, 2024, which brought down the Awami League government after more than 15 years in power. The uprising raised public expectations for a more equitable state and triggered a nationwide debate on institutional and state reforms.

The interim government subsequently drafted the July Charter, seeking the views of almost all political parties through several rounds of consultations.

On October 17, 2025, the National Consensus Commission and major political parties signed the charter. A referendum was later held on the reform proposals, and the BNP came to power following an election.

“We have said that we will implement the July National Charter to the letter, exactly as it was signed,” the home minister said.

In July, a constitutional amendment committee was formed under the home minister's leadership. The committee has held seven meetings with representatives from different professional and social groups, but the opposition alliance has stayed away.

Opposition leaders allege that the BNP has rejected the outcome of the referendum.

Sarwar Tushar, joint convener of the National Citizen Party (NCP), said the dialogue being proposed by the government should take place within the Constitutional Reform Council rather than through a separate process.

“The discussion they are talking about is supposed to take place in the Constitutional Reform Council. If you do not establish that body, where do you intend to take us?” he said.

He accused the BNP of betraying the people's mandate, warning that governments that disregard public opinion eventually have to pay a political price.

Political analysts have urged the government to bring the Constitutional Reform Council under a clear legal framework as part of efforts to implement the July Charter.

Dr Al Masud Hasanuzzaman of the Department of Government and Politics at Jahangirnagar University said the council could provide a basis for resolving disagreements over constitutional reforms.

“I believe the differences between them could be addressed by establishing a legal foundation for the Constitutional Reform Council. Dialogue between the government and opposition is extremely important in this regard. It could help both sides resolve their differences and move forward with reforms,” he said.

Experts say there is no viable alternative to political consensus if the deadlock over the July Charter is to be resolved. Without an agreement between the major political parties, uncertainty over the implementation of the reform agenda is likely to persist.
